Job Overview

Provide highly technical Subject Matter Expert (SME) support to the Laughlin AFB Operations Flight technicians, supervisors and managers; Government engineers, technical experts and leadership. Conduct professional expert assessments through visual and technical electrical inspections during walk-through of government facilities to support facility condition assessments to support capital investments and strategic decision-making. Take photographs for documentation, review and make recommendations on building plans and other construction papers, and search for deficiencies. Develop craft specific cost estimates and create detailed Bill of Materials (BOMs). Input data into appropriate government data bases.

Responsibilities

Essential Duties & Job Functions:

  • Identify and accurately document current facility and equipment conditions and deficiencies.
  • Recommend actions for correcting all deficiencies, including cost estimates as well as recommended improvements.
  • Incorporate pre-existing Facility Condition Assessment Data.
  • Manage IGIS Program for Operations/Cyber Security IT Systems/Warranty Program/IGIS Data Collection, Standards and Analysis/Sub AMP for Industrial Control Systems (ICS).
  • Update Geospatial Information System (GIS) with information gathered from work orders, facility condition assessments, site visits and utility exposures.
  • Integrate and synchronize Operations Flight workforce for IGIS data standards and analysis.
  • Train engineers, workforce managers, and shop-level personnel on IGIS/NexGen IT data entry standards and on tools provided through transforming technology/NexGen IT. Maintain a roster of trained IGIS data stewards representing each shop in the Operations Flight.
  • Coordinate with IGIS office to ensure all changes to assets are captured on base maps.
  • Conducts quarterly review of each shop's IGIS data entry quality, timeliness, and accuracy.
  • Provide IGIS reports to all Operations Engineering sub-AMP and AMP managers.
  • Provide timely and detailed reports and accurate data sheets for each facility/asset.
  • Use appropriate mobile technology to document components encountered during assessments and provide justification for determination of the physical condition.
  • Ensure asset condition data (e.g., facility condition data, pavement condition data, RPIE condition data) collected in authorized IT system (e.g., IWIMS, ACERP, ACESPM, BUILDER, NexGen) or other approved tool (e.g., S-File, A-File, I-File) and visible for activity assets.
  • Review SOW, contract specifications, RFPs, for facilities electrical construction/repair projects to ensure the government receives mission capable, high performing warrantied products.
  • Perform assessments of government facilities using professional expertise and judgment to determine physical condition and conformance with specifications and building codes.
  • Organize and file hard copy and electronic folders and documents.
  • Perform GIS troubleshooting activities and implements corrective action.
  • Mobilize utility crews to mark/flag areas.
  • Manage digging permits.
  • Investigate and communicate to the government COR and management any pipe breakage.
  • Train utility technicians on how to flag/mark areas.
  • Update and load documents on NEXGEN, Builder and CEMS.
  • All other work duties as assigned.

Job Requirements

Mandatory:
  • High school education or G.E.D. equivalent.
  • Proficient with office equipment, computers, tablets, and Microsoft Office programs.
  • Obtain/maintain training as needed for proficiency to operate/maintain ArcGIS software.
  • Minimum of four years of related expertise.
  • Demonstrated ability to handle/implement new technologies and highly technical information/concepts.
  • Ability to identify common building materials, techniques, and electrical/architectural system types/elements, be proficient at reading, drawings and engineering reports and have experience identifying common problems related to architectural/electrical systems.
  • Valid driver's license with acceptable driving record pertinent to this position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Geographical Information System (GIS).
  • Proficient in MS Office.
  • AutoCAD Software Knowledge (Computer Aided Drafting) knowledge.
  • ArcGIS Certifications (esri).
  • U.S. Citizenship.
