The Defense Cost Estimator provides cost estimation support and expertise to the acquisition of defense health systems. The successful candidate will work with the Financial Planning & Analysis (FP&A) Team to assist in the budgeting process, including the delivery of the vision and mission, work plans, and financials. The Defense Cost Estimator will provide in-depth knowledge on driving the implementation of client solutions. The successful candidate will conduct the implementation of practical solutions and methodologies using required industry practices and will be knowledgeable of complex client budgetary and financial issues.

Role, Responsibilities, and Performance Outcomes
  • Cost estimation supports the acquisition of defense health systems.
  • Coordinate with the Financial Lead to collectively achieve client budgetary goals.
  • Organizes and coordinates meetings and planning sessions to ensure budgetary program support activities are productive and within the constraints agreed upon by the client and the greater team.
  • Implements workforce and funding requirements to ensure the organization accomplishes its mission.
  • Implements and tracks goals and objectives for programs and projects.
  • Conducts both quantitative and qualitative analyses in support of business workflow processes and recommends the planning for corrective courses of action.
  • Presents information derived from data and process analyses to various clients with proficiency in oral, visual, and written communications.
  • Communicates with internal and external customers and stakeholders.
  • Completes all assigned actions and tasks within the suspense period.
  • Fully capable of collecting, compiling, editing, analyzing, and presenting data.
  • In-depth knowledge of the financial, project, and program management principles.
Required Education
Bachelor's Degree in a related field such as business, management, finance, accounting, or related field.

Required Experience
5+ years of experience in the following areas:
  • Expert knowledge and understanding of DoD's Instruction 5000.73 Cost Analysis Guidance and Procedures
  • CCEA Certification
  • Process improvement projects
  • Budgeting and making recommendations based on findings
  • Financial data and accounting practices
  • Presentations on data-informed recommendations
  • Presenting findings to executive-level clients
  • Facilitating client management teams through change processes and delivering presentations
  • Leading client meetings
  • Using agile and/or project management methodology to ensure timeliness of deliverables and collective awareness of budgetary constraints and milestones
  • Directing the budgetary activities that will govern success and drive progress toward client KPIs and mission objectives.
Desired Experience, Education, and/or Certifications
  • Budget or Accounting Analyst with extensive user-level General Fund Enterprise Business System (GFEBS) experience
  • DoD Financial Management Certification Level II (DFMC-2)
  • DoD-recognized Test-based FM Certification (See DoD FM Certification brief for list); or DAU Practitioner Certification in Business Financial Management (BFM) or Business Cost Estimating (BCE)
Clearance
Ability to obtain Public Trust (DoD CAC), required.

Work Location
The primary location for work to be performed is REMOTE; however, client and team meetings may require travel to Arlington, VA (Rosslyn) and Alexandria, VA (Old Town).
