Location: Lansing, MI - State of Michigan Laboratories

Purpose: This position will serve as a Michigan Department of Health and Human Services (MDHHS), Bureau of Laboratories (BOL), Industrial Hygienist. This position will perform a variety of complex investigative assignments. This includes conducting on-site assessments throughout the laboratory. This may include the identification, measurement, and analysis of hazards that can impact health and wellness. The individual in this position will also respond to spills and emergencies within the laboratory and write after action reports to be presented to laboratory management. The individual in this position will work collaboratively with the laboratory's Biosafety Officer and Health & Safety Officer.

Duties and Responsibilities:

Duty 1 - 50 % of time - Identify and collect appropriate information to support laboratory emergency response activities and exposure investigations of occupational health importance.

  • Assist in conducting chemical safety needs assessments.
  • Anticipate, recognize, evaluate, and control workplace conditions that may cause workers' injury or illness.
  • Devise and deploy industrial hygiene methods that will assist in the identification, determination, and mitigation of potential exposure(s) within the lab that could lead to adverse health outcomes.
  • Maintain records and correspondence related to the work.
  • Practice continuous improvement, effective communication, leadership development.
  • Attend workshops, webinars, trainings, or conferences that will advance knowledge, as funding permits and with approval of the supervisor.
  • Perform related work as assigned.

Duty 2 - 25% of time - Preparation of detailed reports of investigation(s) for MDHHS leadership to assist with procedural decisions.

  • Review chemical exposure or potential health effects from such exposure using appropriate methods and software.
  • Prepare analytic results and interpretation of data and information for review by persons having responsibility for program or policy development.
  • Make recommendations for and assist with development of laboratory procedures and safeguards based on findings from exposure assessment and observations.
  • Fulfill required training and procedures for maintaining confidentiality and security of sensitive and protected information under the Michigan Public Health Code, HIPAA, and the Federal rules on protection of human subjects as interpreted by the MDHHS Privacy Office and Institutional Review Board and as directed by management.

Duty 3 - 15% of time - Evaluates, develops, and maintains written health and safety programs for staff routinely involved in laboratory work, and serves as safety officer, when necessary.

  • Perform task analysis and chemical risk mitigation for staff performing work inside the laboratory, including the mobile laboratory.
  • Develop and implement appropriate H&S programs.
  • Collaborate with industrial hygiene and safety personnel from external agencies.
  • Determine requirement(s) for PPE.
  • Practice continuous improvement, effective communication, leadership development.
  • Train laboratory staff on H&S and industrial hygiene programs, best practices, and new processes.
  • Perform related work as assigned.

Duty 4 - 10% of time - Stays current with industrial hygiene methods, technologies, and techniques applicable to laboratory and its inherent exposures.

  • Review literature and technical documents for up-to-date knowledge relative to laboratory techniques and chemicals utilized in BOL methods.
  • Review literature and technical documents for up-to-date knowledge relative to emerging chemical threats and associated measurement techniques.

Other Duties:

  • Always represent the best interests of MDHHS and MPHI.
  • All other duties as assigned.

Qualifications/Requirements:

Education: Possession of a bachelor's degree in the physical sciences, biological sciences, public health, occupational safety or health, or engineering with a minimum of 20 semester (30 term) credits in one or a combination of the following: biology, biostatistics, chemistry, critical incident analysis, engineering, environmental health, epidemiology, ergonomics, health physics, industrial hygiene, physics, physiology, public health, sampling and laboratory analysis, hazardous materials, hazardous materials management, or toxicology.

Experience: Up to Three years' experience in the prevention of occupational diseases and the protection and improvement of the industrial health environment.

Important Skills and Characteristics:

  • Knowledge of the principals, methods, and techniques routinely used in the field of industrial hygiene.
  • Knowledge of state and federal environmental and occupational health standards
  • Ability to operate sampling equipment for purposes of collection of indoor samples to determine individual exposures to chemical contaminants.
  • Ability to review and interpret results of data collected as part of a site-investigation.
  • Ability to organize and manage data and maintain quality control, privacy, and security of the data.
  • Ability to implement protocols for exposure investigations.
  • Ability to design and use data collecting instruments, such as survey forms and questionnaires.
  • Ability to organize raw data in forms suitable for statistical analysis.
  • Ability to analyze data, draw conclusions, summarize technical information, and write clear and accurate reports for publication, presentation, or dissemination.
  • Ability to maintain records and conduct correspondence related to the work.
  • Ability to work in a team, organize own work, and meet deadlines.
  • Ability to communicate effectively both orally and in written form.

Work Environment and Physical Requirements: Physical effort is typical of an office position; however, there may be occasional travel outside the state for meetings or conferences. There may be times when work outside of regular hours is necessary for the completion of a project or to respond to a laboratory emergency or perform follow up investigation. Computer use required for approximately 80% of the time. Other physical effort may include standing, sitting, climbing, stooping, kneeling, crouching, reaching, lifting, carrying, walking, and bending type physical activities. Laboratory monitoring and investigation may include environments with high-noise, chemical or biological contaminants, and physical hazards. There may also be exposure to biological samples, and universal precautions may be necessary. While possible, confined-space entry is not expected, nor is work in elevated locations. Use of PPE, including gloves, hearing, and eye protection and/or a respirator may be required.

Physical Activities: Standing, lifting heavy objects 20-40lbs, carrying, bending, squatting, walking, and using a computer.

Conditions/Hazards: Dust, odor, fumes, chemicals, noise, sharp objects, high electrical voltage, low and high temperatures.

RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position serves as an industrial hygienist to the BOL which functions in support of community and emergency response activity across the State of Michigan. This individual supports the development of safety protocols, exposure assessments, surveillance activities and/or investigations to identify and monitor laboratory workplace hazards. Responsibilities include a full complement of duties as an industrial hygienist, including the collaborative investigation of workplace risks and emergencies, determination of workplace exposure, and recommendation of strategies aimed at exposure prevention and safety. In addition, the position will provide industrial hygiene support to the bureau, and other activities as requested by the Unit Manager, Section Manager, or Division Director.
