We have an exciting opportunity to join us in supporting one of our valued customers as a Logistics Analysis Coordinator (N4Z) to work out of the Pentagon.

The Deputy Chief of Naval Operations (DCNO) for Fleet Readiness and Logistics (OPNAV N4) plans, defines, and provides logistics and readiness support to the operating forces and shore establishment. The Logistics and Installations Integration Division (OPNAV N4Z) is responsible for centrally supervising and coordinating various functions within N4, including strategic planning, capability study analysis, and assessments. The Strategy and Concepts Branch (N4Z3) is responsible for contributing to and/or developing Joint and Service strategies and warfighting concepts with an emphasis on logistics and sustainment equities. The branch integrates logistics resources, strategies and concepts across a broad scope of programs, and ensures logistics strategies and concepts are appropriately resourced and supported. The Branch also performs an array of logistics analytics functions across the scope of the Navy's Analytic Master Plan (AMP), including Joint and Service wargaming. Finally, the Strategy and Concepts Branch is responsible for the management of OPNAV N4 activities related to strategic dialogues with multinational partners, their integration into OPNAV N4 sustainment analytics, and related Allies and Partner activities under programs such as Acquisition and Cross Servicing Agreements (ACSAs).

Essential Duties:

  • Support activities related to sustainment strategy and concept development, force design, naval logistics enterprise development, logistics capability development, and force design activities.
  • Contribute to OPNAV N4 POM development by integrating N4-wide efforts, both shore and afloat, into consolidated and prioritized investment recommendations.
  • Collaborate with other Services, Agencies, the Joint Staff, and Allies to further the development of Joint and multi-national contested logistics strategies, doctrine, concepts, and analytics.
  • Coordinate with other Services, Agencies, the Joint Staff, and Allies to foster the development of joint and multinational contested logistics strategies, doctrine, concepts, analytics, and capabilities.
  • Actively participate in the development and implementation of logistics strategies and concepts including joint logistics meetings, working groups, committees supporting the Logistics Functional Capabilities Board (LOG FCB) Working Groups, the LOG FCB itself, the Joint Capabilities Board (JCB) when applicable, and the Joint Requirements Oversight Council (JROC).
  • Represent Navy interests related to the Office of the Secretary of Defense (OSD) logistics-focused activities and Joint Staff (J4/J7) Joint Warfighting Concept and Joint Concept for Contested Logistics development and implementation.
  • Represent OPNAV N4 equities and interests across various OPNAV staff activities, encompassing OPNAV N2/N6 intelligence and capability development, OPNAV N3/5 strategy and concept development, OPNAV N7 warfare development, Force Design, Analytic Master Plan activities, OPNAV N81 analytics, and OPNAV N9 capability development.
  • Act as OPNAV N4's representative in relevant OSD, Joint Staff, and OPNAV analytic efforts, including war gaming; actively collaborate with the Fleets to identify and analyze required capabilities, leveraging tools such as OPNAV N7's Naval Lift, the Fleet Forces Command Warfighting Capability Gap Tool, and the INDOPACOM/Pacific Fleet Common Operational Pictures to gain better insights into and support warfighting sustainment requirements.
  • Represent OPNAV N4Z3 during capability development efforts; support integration with relevant organizations, processes, and activities including the Maritime Sustainment Vector Cross Functional Teams, the Contested Logistics Navigation Plan Implementation Framework, and the Navy's Analytic Master Plan.
  • Support OPNAV N4 efforts in planning, coordinating and execution of Joint, Naval, and Service war gaming.
  • Additional duties as assigned.

Required Qualifications:

  • 5 years of relevant experience.
  • Ability to effectively communicate and articulate U.S. Navy positions to Joint Staff, Defense Department staff, multinational partners, and other stakeholders on major logistics issues and/or problems.

Preferred Qualifications:

  • A working knowledge of qualitative and quantitative analytic methods.
  • Prior experience conducting and/or participating in wargames and studies.
  • Prior experience prioritizing warfighter requirements.
  • Knowledge of Navy organizational structure.
  • Ability to translate data into meaningful presentations and decision briefs for senior leadership.
  • Ability to coordinate and track numerous efforts simultaneously.
  • Excellent analytical skills - ability to quickly identify trends, inconsistencies, and information gaps.
  • Experience gathering, analyzing, and articulating high-level business capabilities and requirements.
  • Ability to meet and exceed expectations and deadlines.
  • Knowledge of Joint and Navy logistics operations and functions.
  • Prior experience working in OPNAV and informing the POM process.
  • Prior experience coordinating activities of cross-functional teams.
  • Experience using Enterprise Task Management System (ETMS).

Education/ Certification:

  • Bachelor's Degree from an accredited university.
