Summary

The VP of Construction will serve as an integral part of the subsidiary companies under the management of President Tim Finnigan as part of the senior management team. The VP of Construction must bring a cohesive team together, clarify the goals of the project and keep all of the team members focused on the objectives, their independent roles and contributions to the project to ensure that everything is completed on time with the desired results. The principal objective of the role is to oversee, manage and control the construction, and construction related projects toward project goals: contract compliance, quality workmanship, and superior safety records while maintaining excellent relationships with the client, union officials, and employees.

Works under the direction of the President. The VP of Construction position will act independently or assist in the performance of any and all duties necessary to ensure that all project management functions are performed in a timely and efficient manner while managing all aspects of project services and deliverables.

  • Provide advisory services on management and contract administration matters involving FAR policies; reviews proposed contractual actions for conformance with FAR and DFAR requirements and other procurement practices
  • Responsible for managing risks emanating from contract or regulatory non-compliance during contract performance
  • Define project scope, deliverables, schedules, budgets and tasks list
  • Build consensus among project team members regarding task definitions, task sequencing and frequency, and task interrelationships within the project. Based on the findings, create, review, and update schedules, supporting documents, and corresponding project management plans
  • Work directly with Regional Managers, on-site Project Managers on various contracts to oversee operations and evaluate performance against contract requirements to ensure they are within the scope of the contract and in compliance with the terms and conditions set forth
  • Write project site policy and procedures manuals, site safety manuals, and employee handbooks in conjunction with the Human Resources Manager, Regional Managers, and Project Managers
  • Provide ongoing project management support to Regional Managers, Site Managers and Supervisors
  • Monitor and undertake purchasing requirements
  • Assist in budget preparation
  • Perform job cost analysis (estimate vs. actual costs)
  • Prepare monthly project updates and reports
  • Liaison with contracting officers' representatives
  • Prepare modification pricing and statements of work
  • Assist in cost and pricing estimates
  • Assist in writing technical project approach and methodology sections of proposals
  • Assist in the contract negotiation processes
  • Provide mentoring for project management best practices and techniques
  • Initiate quality assurance plan and oversee quality control inspections and processes
  • Identify and solve project issues, problems, and changes
  • Monitor remedial processes and solutions
  • Negotiate and communicate with union officials and representatives
  • Prepare project reports and presentations for program and project status meetings
  • Provide support and assistance for strategic business planning
  • Work closely with the Regional Managers, Project Site Managers, Assistant Managers, Human Resources Manager, and employees
  • Contribute to the creation of policies and procedures that facilitate best practice project management applications
  • Be a monitor of and facilitator for staff morale
  • Develop and mentor a high quality professional project staff that can add value and play a key role as the firm continues its growth and expansion
  • Improve and upgrade the firm's business infrastructure so that it continually meets the growing needs of a large professional organization
  • Other duties as assigned

Supervisory Responsibilities

Will supervise all Program Managers, Project Managers and contract staff. Will supervise Corporate Admin staff that are identified and added as needs dictate

Minimum Qualifications

  • Bachelor's degree from accredited university in Business Administration or Organizational Management preferred.
  • Professional experience at a managerial/operational level may substitute on a 2:1 ratio.
  • A minimum of Ten (10) years of professional experience with at least eight (8) years of direct project management experience of multiple projects in a supervisory capacity
  • A minimum of five (5) years of progressively responsible diverse federal government contracting base operations and facilities management experience in the areas of hospital aseptic housekeeping, janitorial, federal detention facilities, and other integrated support service.
  • Familiarity with JCAHO and ACA surveys.
  • Working knowledge of current Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and applicable state and local regulations.
  • Possess understanding of applicable military and commercial specifications and standards.
  • Working knowledge of building services industry techniques to a relatively high degree in principle and practice including HVAC, electrical distribution systems, fire/life safety systems, plumbing, and energy management control systems.
  • Advanced knowledge and experience in Microsoft Office to include Excel, Word, and PowerPoint applications.
  • Current security clearance or ability to possess a security clearance.

Preferred Qualifications

  • Master's degree from accredited university in Business Administrator or Organizational Management
  • Experience and knowledge of Alaska Native cultures

Physical Demands

The employee is regularly required to talk, including the ability to pass on information via the telephone, and verbally communicate with clients, staff and other employees, hear and see in order to perform his or her duties in a safe manner, including occasionally driving and periodic air travel.
