Job Description


Required Qualifications: Per Civil Service Standards and Specifications. Must be physically able to perform heavy physical labor; examples are pulling, pushing, filling, and lifting trash bins, recycling containers and pallets. Ability to understand and follow verbal and written instructions. Must have, keep and maintain the appropriate valid Class B NYS Commercial Driver's License (CDL) with air brakes. In addition, must participate in the Omnibus Transportation Employee Testing Act (drug and alcohol testing) as required; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (***Out-of-State Applicants, see "Special Notes"). This position will require a Class B CDL (Commercial Driver's License) with air brakes in order to operate the recycling vehicles. Incumbent must continuously maintain a valid CDL license, as well as NYS Driver's license to remain employed. If you do not possess the necessary CDL license, you Must obtain a Class B NYS Driver's License (CDL) within 6 months of appointment to retain employment. Must be able to work outside year round in all types of weather.

Brief Description of Duties: The Recycling Specialist will be responsible for collecting, organizing, and processing recyclable materials and products for various University locations. This position is physically demanding and incumbent is required to work outside on a regular basis.

  • Collect and transport heavy bales of papers, bottles, cans, pallets, electronics & E-Waste (electronics, computers, laptops, used cell phones, etc.), food service organics, steel, aluminum, and other recyclable materials from Campus buildings, Hospital/HSC, and other areas as deemed necessary by the manager and/or supervisor. These recyclables shall be serviced once to twice a week or more frequently as deemed necessary by manager and/or supervisor. This requires frequent movement around campus and buildings sometimes using a vehicle, sometimes without. The filled 95 gallon paper Toter Recycling Bins and Trash Bins, 18 bushel capacity Canvas Recycling Bins, and Recycling Tilt Trucks will need to be moved, pushed, and/or lifted to appropriate areas for disposal.
  • Sort, shred and bale paper and cardboard by hand. Recyclable paper shall be sorted and contaminants removed. Once sorted, these heavy items must be moved to the appropriate area, this is mainly done by hand.
  • Collect pallets and load into trailer by hand. Off-spec pallets to be deposited at South P Materials Recycling and Handling Area (SP MRHA.)
  • Collect bottles, cans, and other recyclable materials on Campus and remove contaminants. Heavy, 95 gallon bins/containers shall be cleaned and sanitized and return back to service. Heavy contains must be moved by hand to the appropriate area.
  • Provide general housekeeping for the recycling processing area, loading dock areas, where recycling trailers and bins are located, and other paths of handling recyclable materials. When preforming general housekeeping for the appropriate areas this may include frequently bending and/or lifting heavy materials, shoveling, sweeping, cleaning, and using cleaning chemicals.
  • Help maintain South P Materials Recycling and Handling Area and truck scale, by performing routine maintenance and general housekeeping.
  • Help maintain records of bin pickups and servicing. Records shall be kept neatly and accurately, and submitted in a timely manner.
  • Weigh all materials accurately. Accurately document weighed of all materials being removed by service provider(s). The materials that are being weighted may be heavy and you may be required to move and lift the materials by hand. Receipts and records shall be submitted to Supervisor, in a timely manner.
  • Operate powered forklifts, down-stroke vertical balers, bucket loader, and box trucks (skid steer, rear packer truck.) Help maintain the packer trucker a minimum of twice a month (grease and remove paper in tracking).
  • Remove heavy surplus/scrap materials (I.E. metal, steel, transformers, and etc.) when assigned by manager and/or supervisor.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes: This is a full-time position, 40 hours per week, Monday through Friday, 6:00 a.m. to 2:30 p.m. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. SG 8 Hiring Rate $39,215, Job Rate $48,294. This position includes location pay of $3,400, annually.
