What You'll Do

The CUI Program Advisor is responsible for implementing and managing the Controlled Unclassified Information (CUI) program at Y12.

This position will work with multiple organizations for collaborations and implementation of the program to align with mission and organizational strategic business plans. This position will directly interface with Executive Leaders, Managers, and staff from organizations across Y12 and NNSA.

Responsibilities:
*Serve as the primary Program Manager and interface at Y12
*Serve as the subject matter expert in all aspects of the program and hold a deep understanding of other related programs, systems of record, and compliance requirements
*Perform a broad set of program management and execution activities to include interfacing with executive leadership team members and various senior leaders across organizations
*Candidate must demonstrate deep knowledge and legal reasoning capability to effectively understand and interpret all related national standards, laws, regulations, DOE orders and government-wide policies
*Participate in and develops implementation strategies, strategic plans, goals & objectives
*Supports and interfaces with government oversight, various agencies and groups for related security functions
*Identifies and mitigates programmatic risks; counters, manages, and mitigates threats to CUI
*Performs corrective actions as necessary to align programming to meet compliance requirements, as well as audits and assessments as directed by regulation
*Develops and delivers presentations, briefings, and training programs on programmatic topics and processes
*Prepares a variety of written correspondence, including white papers, reports, procedures, directives, and other materials
*Monitors and directs day-to-day work activities of the projects assigned to support program implementation and/or maintenance of program items
*Prioritizes, monitors and executes any related program budget; engages in development of budget/funding activities, proposals, and supports federal Planning, Programming, Budgeting & Execution (PPBE) processes, as necessary
*Monitors and maintains cognizance of technological, legal, and operational changes that affect the activities and work processes of the program
*Makes recommendations for, develops, and carries out improvements to the program to meet changing mission parameters and requirements. Confers with and represents the program in meetings as well as fosters collaborative working relationships across organizations
*Develops systems and maintains records that provide for the proper evaluation, control, and documentation of assigned activities
*Advises and Influences all levels of technical, Managerial, and Executive-Level personnel
*Collaborate with business leaders, functional stakeholders including to implement and support cross-functional solutions designed to support programming
*Applies appropriate and effective tools to ensure timely, effective, and efficient execution of program initiatives
*Work with Legal, Contracts, subcontract technical representatives and vendors
*Manage overall program needs; create standardization, processes, and plans for Y12
*Performs reviews of information to be posted on public web sites
*Maintains process documents, work instructions, and plant standards
*Engage and participate in meetings in order to monitor and facilitate progress
*Assist key sta as needed to ensure program requirements are understood, reporting requirements are met, and program needs requests are suciently detailed to allow informed decision making

Minimum Job Requirements
  • Bachelor's degree with a minimum of 12years of relevant experience. Typical relevant experience 15+ years
  • OR Master's degree with a minimum of 10years of relevant experience. Typical relevant experience 15+ years
  • Demonstrated knowledge and ability to eectively interpret Laws, Regulations, Government-wide Policies, and interface with internal functional organizations, executives, and external customers, including NNSA Y12 Field Oce, other NNSA sites, and DOE headquarters. and correspondence with NNSA Federal Program Managers
  • Ability to manage complex tasks and flexibility to adapt quickly from one task to another as priorities dictate
  • Excellent oral and written communications skills and ability to interface effectively with a variety customers, Management and Executive-Level leaders
Preferred Job Requirements
  • PMP certication preferred but not required
  • Self-motivated/directed and performs independent problem-solving, expert analysis, and application of critical thinking skills to address complex issues
  • Strong leadership and interpersonal skills are required with the ability to interact, present, and communicate (both written and oral) with CNS Senior Management, NNSA leadership, and other government and industry leaders on a regular basis.
  • Experience developing or leading the composing of policies, standards and procedures, business workflows and approval processes
  • Thorough knowledge of CNS Y-12 processes, policies and procedures, and functional

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
