What You'll Do in This Position

Provide leadership and management of construction activities through field representatives and service support staff to ensure construction activities are executed in meeting the goals and objectives of the Manager of Construction and Startup Services and the appropriate Division Chief Project Manager.
This position is responsible for managing the physical construction of all assigned projects and assigned maintenance orders, ensuring that each job is completed safely within cost and schedule requirements.

Reviews budgets, costs and schedules, develops strategies and recovery plans to achieve goals and establishes staffing plans and construction support required to mobilize projects.

Obtains and assigns exempt personnel to each job or relies on the Technical Department Manager (e.g., project controls, supervision, etc.) to identify personnel for assignments, optimizes manpower, and provides leadership by setting and maintaining goals, priorities, standards of performance and the philosophies of construction management.

Ensures that construction efficiency is optimized by providing construction input and involvement in projects throughout the conceptual design phases and design, construction turnover and the completion phases of each project.

Assigns and manages personnel to serve on project teams and directs review boards to develop construction strategies, design reviews, cost and schedule guidance, and other input opportunities as the project progresses.

Initiates open frequent communication of issues, problems and policies impacting employees and the quality of work life.

Provides guidance and direction to employees to optimize their career development and improve job performance by evaluating individual performance, analyzing strengths and weaknesses, establishing methods and programs for positive growth and by communicating results to individuals through daily contact and periodic, documented reviews.

Works with the "Customer" (Department of Energy, M&O Contractor, Operations, U. S. Corp of Engineers, U. S. Department of Forestry, University of Georgia and multi division Project Managers and their staffs) to enable the construction department to support project goals.

Coordinates with other company and Partner organizations such as Safety, Quality Control, Procurement, Engineering and Project Planning to solve problems, provide construction status, develop project construction strategy and measure other organization's procedural impact on project construction.

Directs and coordinates support and response to requests for or by either the Manager of Construction or Division Chief Project Managers by defining the scope of the request, establishing tasks and assigning responsibilities to the appropriate service organization with follow up for timing and completeness of task response with presentations, if needed.

Lead value driven subcontracting initiatives and the utilization of construction commercial practices.

Other knowledge skills:
Intimate familiarity with the various Building and Construction Trade Unions and labor relations issues
* In-depth knowledge of construction, cost and scheduling, and the ability to develop or evaluate construction strategies and techniques.
* A comprehensive knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
* Knowledge and experience working on DOE nuclear sites
* Knowledge and experience with SRS capital projects

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
