Job Description
PRIMARY FUNCTIONS
The Public Safety Support Specialist position will be responsible for performing various clerical and administrative duties in the Police Services department. The position provides essential duties including but not limited to payroll processing, including but not limited to time and attendance entry, weekly, monthly, quarterly, or annual reporting for overtime, processing of public safety extra duty reimbursements, compiling data and other statistics, receiving payments, and preparing expense reports.

The Public Safety Support Specialist performs a wide range of office support functions using independent judgment while applying existing policies and procedures to complete assignments. The work is performed under a designated supervisor, with latitude allowed for independent judgment and initiative within the processes and procedures required by the Police Department.

TYPICAL DUTIES AND RESPONSIBILITIES
  • Performs entry of Police time and attendance entries into the City ERP in accordance with bargaining unit agreement(s).
  • Reviews and fully comprehends the New Haven Police Union Elm City Local Bargaining Agreement and any related memoranda.
  • Prepares and verifies payout letters for sworn employees and any civilian employee of the police department upon their separation of employment due to retirements, resignation, or termination.
  • Ensures accuracy and compliance of all payroll functions for the police department, including a focus on overtime.
  • Runs various overtime reports as needed.
  • Processes payroll adjustments for military pay and workers compensation.
  • Ensures proper set up of new employees.
  • Tracks, maintains, and verifies accrual balances, anniversary balances, and contractual pay upgrades for both Sworn and Civilian members of the Department of Police Services.
  • Maintains time allowed (TA) accrual balances in accordance with the Union contracts.
  • Creates and monitors weekly TA reports.
  • Creates and distributes invoices for overtime reimbursable billing.
  • Tracks and maintains yearly incentive pay for sworn staff based on educational attainment.
  • Tracks and maintains yearly clothing allowance for "plain clothes officers" and members of the Emergency services unit (ESU) and other specialized police units. With constant transfers and reassignments, these allowances are prorated.
  • Tracks and monitors perfect attendance payments for Sworn employees only.
  • Performs other related duties as assigned.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Associate's degree in business administration, or a similar relevant field, OR five to seven years of professional experience in Public Safety payroll, OR any equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job. Candidate must have 5 or more years of experience with MUNIS ERP.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
  • Thorough comprehension of relevant Collective Bargaining Agreements and the ability to interpret content and relate to day-to-day job duties.
  • Proficiency in utilizing computer applications, including Microsoft Word and Excel, for data entry, document management, and communication.
  • Skill in using standard office equipment such as copiers, scanners, telephones, and fax machines.
  • Must have exceptional attention to detail, with the ability to maintain both a digital and a paper filing system accurately.
  • Ability to analyze data and generate accurate reports to support decision-making processes.
  • Strong mathematical skills necessary for verifying payroll accuracy.
  • Ability to work independently while following instructions and established procedures.
  • Excellent organizational skills and focus to manage multiple tasks efficiently in a fast-paced and pressured environment.
  • Strong ability to prioritize tasks and manage time effectively to meet tight deadlines, especially during peak payroll periods.
  • Ability to handle sensitive information with the utmost confidentiality and integrity.
  • Superior verbal and written communication skills to effectively interact with employees and write clear, concise reports.
  • Strong interpersonal skills to maintain effective working relationships with colleagues and department personnel.
NECESSARY SPECIAL REQUIREMENTS
  • Due to the 24/7 nature of Public Safety operations, this position requires availability to work Saturdays and Sundays when a holiday falls on a Monday. Additionally, weekends may be required when there are changes to normal payroll processing deadlines.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 884, American Federation of State, County and Municipal Employees..

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 9% of pay.

Employment is contingent upon the successful completion of: (1) an extensive pre-employment background check, if not already employed by the New Haven Police Department, and (2) a 90-day probationary period. Instructions and information on this pre-employment process are included in Conditional Offer of Employment.
Selection Plan

Applicants meeting minimum requirements may be invited to participate in a Civil Service exam process at a later date.
