Job Brief

Vice President and Division Manager for the Modeling, Simulation, and Analysis Division

DCS Company seeks qualified candidates for Vice President and Division Manager for the Modeling, Simulation, and Analysis Division.

Essential Job Functions:

Business portfolio includes research, development, test, and evaluation (RDT&E) contracts focused on delivery of technical services in Modeling, Simulation, and Analysis for national security applications.

Management of a 90+ employee organization with approximately 10 subordinate managers/project leads. Responsible for personnel management to include recruiting, retention, career path, morale, and staff assignment. Responsible for team development and leadership consistent with company values. Establish and maintain strong relationships with customers, potential customers, teammates and potential teammates.

Profit and Loss responsibility along with key leadership responsibilities to include customer delivery, planning, budgeting, contracts administration, and financial management. Oversee project performance including financial performance, schedule performance, technical accomplishments, and customer satisfaction.

Responsible for Growth of assigned portfolio. Responsible for leading business development strategy and execution including establishing strategic growth targets, evaluating potential opportunities, and leading capture efforts. Proposal efforts include leading efforts as the proposal manager for selected targets and participating as both a writer and reviewer.

Responsible for a top line revenue budget in excess of $20M annually. Development of annual budget projections for direct labor, subcontract revenue, total revenue, and indirect spending. Management of revenue, indirect spending, and profit in alignment with annual budgets.

Oversee the division's role in the corporate quality management program to include process improvement and maintaining compliance with ISO 9001:2015.

Develop and manage an annual training plan for the organization.

Coordinate and work closely with other DCS Operational Managers and Corporate Finance, Facilities, Security, Human Resources, Corporate Development, Contracts, and Information Technology to achieve organizational goals and performance.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

At least a Bachelor Degree in Engineering, Science, Military Studies, or a related discipline and at least 15 years of successful management experience.

Applicants selected will be subject to a U.S. Government background investigation and must meet eligibility for access to classified information: Ability to obtain Secret clearance.

Knowledge of and experience with DoD RDT&E process and markets.

Domain expertise in live, virtual, and constructive simulation for military applications.

Demonstrated performance leading an organization of at least 25 employees and preferably more than 100. Ability to lead and manage across a geographically dispersed operation.

Proven performance in business development to include capture planning/execution and proposal management/writing.

Desired Skills:

Strong domain expertise in one or more areas of military MS&A application: design of experiments, technology trades, data analytics, cost and effectiveness analysis, decision support, all-domain simulation framework and capabilities development, battlespace entity modeling (including threat systems), scenario development, visualization and analysis tool development, or simulation execution.

Domain expertise in the application of modeling and simulation to training and testing environments.

An advanced degree (MS/MA or PhD) preferred.

Familiarity with back-office tool suites including HRMS, Time and Expense, Financial Accounting, Pipeline Tracking, and Recruiting.

Knowledge of and experience with DoD Science and Technology markets including Air Force (Air Force Research Laboratory), Army (ARL, CCDC), Navy (NAWCAD, NRL, ONR), and DARPA.

Excellent communication and interpersonal skills.

Excellent time management skills.

Top Secret clearance preferred.
