Job Summary

Responsible for management and oversight of multi-million-dollar prime contracts agreements, export control compliance, the release of information process, and the subcontract review and contract compliance process. Requires a strong working knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and understanding of Government regulations as well as familiarity with export control regulations, non-disclosure agreements (NDA), and subcontract flow down requirements.

Role and Responsibilities

Requires ability to develop solutions to unique business/contractual issues that require a high degree of analysis and understanding of internal and external policies and regulations. Supports various executive level teams developing strategic approaches to enhancing the F3EA mission.

  • Provide guidance and support to F3EA operations, technical staff, and managers related to compliance and performance of the prime and subcontracts.
  • Serve as the primary point of contact for contract negotiations with government agencies.
  • Conduct research, reviews, audits, analysis, and develop solutions for prime contract and subcontract governance and compliance issues.
  • Build and maintain positive relationships with government contracting and program officials.
  • Provide support to internal stakeholders executing Export and ITAR compliance, various technology agreements, and the release of information process.
  • Provide a creative ability to develop and structure agreements and contractual solutions.
  • Oversee the review process to ensure purchasing system compliance.
  • Oversee the negotiation of prime contract changes and implementation procedures with government officials.
  • Responsible for tracking and sending NDA's and TA's as needed by the team.
  • Assists with the development of subcontract statements of work, bids, and flow-down of mandatory or otherwise necessary/prudent terms and conditions from a business and contract perspective.

Required Qualifications and Education
  • Bachelor's degree in business administration, Law, or Public Administration required. MBA or similar degree preferred.
  • Certification in Contract Management (e.g., Certified Federal Contracts Manager (CFCM)) is preferred.
  • Minimum of 5 years of experience in Government contract related work required.
  • Ten or more years of Government or DOD contracting experience preferred.
  • Strong working knowledge of FAR/DFARS acquisition and contracting policies and procedures is required.
  • Familiarity with ITAR, technology agreements, and NDAs.
  • Demonstrated capabilities in written and oral communication are required.

  • Prepare and present reports on contract status, performance, and compliance.
