Summary:

The Human Resources (HR) Employee Specialist Lead for the Regional Resources Office (RRO) will support the Bureau of Prisons (BoP) contract. The HR Employee Specialist Lead will play a crucial role in ensuring compliance with regulations and guidelines while managing various requests. The ideal candidate will possess a strong understanding of HR principles, exceptional attention to detail, and the ability to navigate complex processes effectively.

Responsibilities

Essential Job Functions:

    Provide guidance and support to HR staff and managers on workforce flexibilities policies, procedures, and best practices.
  • Communicate with stakeholders, including employees, managers, and external agencies, to facilitate the timely processing of requests and address any inquiries or concerns.
  • Will assist in reviewing eligibility and processing various hiring and workforce flexibilities requests in accordance with BOP policy and procedures.
  • Will work field HR offices with processing requests such as retention, recruitment, relocation, above the minimum rate, age and retirement waivers, telework and remote work.
  • Work may involve authoring incentive justifications for higher level approval (Central Office and/or OPM) i.e., group retention, position relocation requests.
  • May be required to assist field locations with hiring efforts to include but not limited to preparing vacancy posting requests and assisting with actions surrounding hiring efforts: reviewing objections/passovers, direct hiring authority determining qualifications, position eligibility and reporting.
Qualifications

Necessary Skills and Knowledge:

  • Proven leadership experience, with the ability to effectively lead and motivate a team to achieve organizational goals.
  • Strong understanding of recruitment processes, including candidate sourcing, screening, and interviewing.
  • Excellent communication and interpersonal skills, with the ability to build rapport and establish trust with candidates and clients.
  • Detail-oriented with strong organizational and time management skills, able to manage multiple priorities and deadlines effectively.
  • Proficiency in Microsoft Office Suite and Adobe Acrobat.
  • Ability to thrive in a fast-paced, dynamic environment and work effectively both independently and as part of a team.

Minimum Qualifications:

  • Bachelor's degree in human resources, business administration, or in a related field OR equivalent years of experience.
  • Must have at least four (4) years of Federal Government Human Resources experience.
  • Ability to pass a background check.
  • Must be able to obtain/maintain a Public Trust level clearance.
  • Must have the ability to pass a drug test.

Preferred Qualifications:

  • Professional certification in recruitment or human resources (e.g., PHR, SHRM-CP) a plus.
  • Delegated Examining Unit Certification preferred.

The salary range for this position is $101,929.40 to $111,929.40 per year.
