Job Overview

This position will present/instruct EM-related education and training objectives during briefings and training sessions to include evaluating members' performance of objectives during training and exercise events.

Work Model: Onsite/Office-Based


Responsibilities

Essential Duties & Job Functions:
  • Use traditional instructor-led classroom methods to deliver the localized and performance-based component of EM courses.
  • Provide localized emergency preparedness information to all newly assigned personnel, including civilians, contractors, and dependents during newcomer's orientation.
  • Provide recurring emergency preparedness information as part of the installation's "Be Ready" awareness campaign.
  • Coordinate and conduct installation EM education and training.
  • Develop and post training schedules on ARIS.
  • Determine requirements for training, such as training sites, facilities, classroom furniture, audio-visual equipment, supplies, and student materials.
  • Develop an instructor schedule for all installation EM training.
  • Determine the minimum class size for all instructor-led EM courses.
  • Develop and maintain master lesson plans for instructor-led EM courses.
  • Maintain and publish education and training statistics for all EM courses conducted.
  • Update the ARIS database when EM courses are conducted/concluded.
  • Supplement the Civil Engineer Squadron's Operations Flight Facility Manager Training with EM information.
  • Develop, execute, and actively maintain an EM Flight in-house training program.
  • Review and approve the Master Scenario Event List (MSEL) for all installation Readiness Assessment and exercises containing EM and/or counter WMD (CWMD) learning objectives.
  • Ensure EM exercise objectives are consistent with the installation hazard/risk assessment, the IEMP 10-2 or any current operational plans (OPLAN) the installation supports IAW MAJCOM guidance.
  • Maintain a close partnership with the Inspector General (IG) office and provide support to the installation's Wing Inspection Team (WIT).
  • Conduct an EM Flight self-assessment IAW the Commander's Inspection Program.
  • Evaluate EM response capabilities by coordinating cross-functional drills with other base agencies.
  • Other duties as assigned.

Job Requirements

Mandatory:

  • Associate degree in Disaster/EM and two (2) years or more field experience; OR six (6) years or more related field experience.
  • AFEM Courses (JCAQP3E931 00AB), (J9AQA3E931 00RB), (J9AQA3E931 00RA), (JCABP3E931 01AA) or equivalent courses desired. If member did not attend course above, prior attendance, at a minimum (J3AIRTXXXX 0B3A) or equivalent required.
  • Must retain instructor qualifications on EM-related courses annually from date hire or completion date of BIC thereafter.
  • Experience determining course quotas, developing, and disseminating a training course schedule, and coordinating with customers desired.
  • Experience with the AF Automated Readiness Information System (ARIS) desired. If member does not have ARIS experience prior to hire, member must obtain training/certification within three months after hire and maintain as required within program guidelines thereafter.
  • FEMA's Homeland Security Exercise and Evaluation Program (HSEEP) course (0146) or equivalent required Must retain evaluation qualifications, to include any additional Department of the AF level training requirements, on EM-related exercises applicable to associated installation as outlined in Department guidance from date hire or completion date of HSEEP course and instructor qualifications on associated EM-related courses thereafter.
  • All-Hazards Responder level certification within the AFCEM Program desired. If certification not obtained prior to hire, member must complete certification process within program guidelines after hire.
  • Possess and maintain a valid driver's license required.
  • Must be able to acquire and maintain a Secret Security clearance.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Must be able to read, write and speak English.
  • U.S. Citizenship.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
