The Vice Presidentis responsible for the management and delivery of Community Services in the Worcester and north county EOHHS service areas.This responsibility includes, but is not limited to, maintaining the quality of treatment and services, assuring compliance with programmatic regulatory and licensing requirements, maintaining staffing and key performance indicator levels, and meeting financial and clinical requirements of the agency. This individual must be capable of leading change and cultural transformation, think innovatively and to create/implement state of the art clinical treatment and supportive service delivery models for individuals and family units with behavioral health conditions, including homelessness, and staff development based on best practices.

This individual must be capable of high-level performance in a multi-task environment with daily deadlines. This position also requires ability to work in a team environment with proven experience mediating issues between different parties using effective listening and communication skills. Must possess proven leadership skills, supervisory experience, and the ability to adapt to fast paced dynamic environments. This position may require some evening and occasional weekend work.

Essential Responsibilities:

  • Plans, develops, and implements the delivery of Community Services in the EOHHS communities of central and north central Massachusetts. This includes the integration of effective risk management and quality improvement principles and practices.

  • Meets key performance indicators as determined annually.

  • Oversees all clinical, supportive services, and operational aspects of the programs and services including, but not limited to, the various performance specifications for the services and programs and relevant Massachusetts regulations.

  • Works collaboratively and in coordination with the Vice Presidents of other services in Community Healthlink and the Director of Housing and Licensing.

  • Negotiates contracts annually as applicable for specialty services within community services; monitors ongoing spending by each contract; negotiates contract amendments; and maintains regular communication with payers to review program functioning, utilization management, and contract compliance.

  • Ensures person-centered/family driven services that expand access to care, deliver quality treatment, improve health outcomes and provide opportunities for increasing self-sufficiency for individuals served.

  • Demonstrates a clear understanding of and commitment to the principles of recovery and trauma informed care and is responsible for providing ongoing education to provider staff in this area.

  • Oversees personnel management through direct reports, including hiring, performance review, staff development, discipline, and termination.

  • Represents the agency at appropriate agency meetings including Massachusetts payers and ABH meetings.

  • Ensures that all incidents, grievances, and complaints are processed according to policy.

  • Ensures compliance with all regulatory, licensing and accreditation bodies including, but not limited to, CARF, MassHealth, BSAS, DMH, and DPH.

  • Coordinates services with other behavioral health agencies, service organizations, and other community resources to inform practice, assist in collaborations, and provide consultation on services.

  • Performs other related duties in accordance with agency growth and changes.

  • Knowledge of administration and management skills including supervision, program planning/development, communication skills, budgetary experience, utilization management, risk management, and quality management.

  • Knowledge of principles and practices of crisis intervention, urgent response, and routine services and ability to make decisions, act quickly and de-escalate situations to maintain individuals/staff safety.

  • Knowledge of conflict resolution strategies and ability to advocate effectively, evaluate performance, and determine need for disciplinary action.

  • Can meet deadlines while managing multiple projects.

  • Demonstrates commitment to accountability, outcomes measurements, process improvement, and a results-oriented culture.

  • Demonstrates ability to work independently and assume responsibility for the design and implementation of projects and strategic initiatives.

  • Able to define strategic vision and goals and establish structure and process to realize them.

  • Ability to interact and provide effective leadership in a team setting with administrative and direct service staff.

  • Able to build relationships and collaborate with clients, funders, community partners, policymakers, donors, board members, and others.

  • Demonstrates knowledge of state licensure and other regulatory standards.

  • Demonstrates cultural competency by communicating and working effectively with those from diverse backgrounds and creating and sustaining an environment in which people from diverse backgrounds and perspectives can succeed.

  • Ability to read, analyze, and interpret financial reports, and legal documents.

  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

  • Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.

Qualifications:

  • Independent licensure in Massachusetts as a licensed psychologist and health provider, licensed independent clinical social worker, licensed mental health counselor, or licensed marriage and family therapist preferred but not required.

  • 5-10 years of behavioral health, social services, and/or integrated care experience with progressive administrative and supervisory experience.

  • Senior management experience necessary.

  • Familiarity with accreditation processes and requirements.

  • Familiarity with DMH, BSAS, DPH, MassHealth, and other regulatory and funding agencies and their regulations.

  • Must demonstrate an ability to relate with individuals with severe and persistent behavioral health conditions in a sensitive manner, an interest and willingness to work in a multi-cultural setting, with a customer service orientation.

  • Knowledge of conflict resolution strategies and ability to advocate effectively, evaluate performance and determine need for disciplinary action.

  • Excellent time management, organizational, computer and writing skills

  • Solid grasp on outpatient behavioral health services
