DIRECTOR OF PLANNING, RESEARCH, & DEVELOPMENT (Housing)

DEPARTMENT OF HOUSING

Bureau of Policy & Research

Number of Positions: 1

(additional vacancies possible pending budget approval)

Starting Salary: $118,128.00 - $133,524.00

Under direction of the Commissioner, the class is managerial in nature, overseeing the operations of the Policy Division and directing professional staff engaged in policy, research and reporting, and legislative matters.

ESSENTIAL DUTIES

  • Establishes goals, objectives, and parameters for research, policy development, and reporting
  • Prioritizes and assigns work, establishes timelines, and monitors and evaluates the progress of designated staff
  • Develops and implements work standards and objectives and evaluates staff performance
  • Prepares management reports on section's work accomplishments
  • Participates in the preparation of the section's budget
  • Trains and coordinates the training of the professional staff
  • Reviews data analysis ensuring completeness and integrity, as well as policy and best practices research to develop policy recommendations for senior executive staff
  • Directs the preparation of departmental program policies and procedures, reports, plans, and protocols based on the analysis of the data collected and best practices
  • Reviews and evaluates proposed federal, state, and municipal legislation impact on departmental programs and funding and prepares reports and recommendations on the department's and City's position, and recommended policy changes, as applicable
  • Directs the identification of potential new funding sources and the completion of applications to obtain the same
  • Provides testimony to legislative and other government task forces and committees involved in developing solutions to housing and economic development concerns
  • Supervises department internal review and legislative approval process
  • Oversees the development of new and critical initiatives, developing them into policy

Additional duties may be required for this position

Location: City Hall, 10th Floor

Days: Monday - Friday

Hours: 9:00am - 5:00pm

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications

MINIMUM QUALIFICATIONS

  • Nine (9) years of supervisory work experience in the planning, development, and implementation of public policies in the areas of homelessness, affordable rental, and homeownership, OR
  • Graduation from an accredited college with an Associate's degree in Planning, the Social Sciences, Public Health, Public Administration, or a directly related field, PLUS at least seven (7) years of supervisory work experience in the planning, development, and implementation of public policies in the areas of homelessness, affordable rental, and homeownership; OR
  • Graduation from an accredited college or university with a Bachelor's degree in Planning, the Social Sciences, Public Health, Public Administration, or a directly related field, PLUS at least five (5) years of supervisory work experience in the planning, development, and implementation of public policies in the areas of homelessness, affordable rental, and homeownership; OR
  • Graduation from an accredited college or university with a Master's degree in Planning, the Social Sciences, Public Health, Public Administration, or a directly related field, PLUS at least four (4) years of supervisory work experience in the planning, development, and implementation of public policies in the areas of homelessness, affordable rental, and homeownership

The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
