The Executive Director, Employee and Labor Relations reports to the SVP of Employee Relations/Labor Relations and Labor Strategy and leads the Positive Employee Relations Proactive workstream as well as Rapid Response, and campaign work.

Mass General Brigham is driven to bring our existing Employee Relations organization into its next evolution. In this highly visible and critical position, the Executive Director, Employee and Labor Relations will be the key thought leader from a strategy, design, and execution perspective as we endeavor to create a best-in-class, proactive Employee Relations function. Leveraging talent, technology and collaboration with key stakeholders, this new leader will focus on implementing highly effective employee relations processes in proactively and reactively addressing employee experience risks and disengagement. This will evolve the Employee Relations function to one that effectively leverages technology, data, and insights on trends with a goal to proactively educate business leaders and drive timely follow up activities.

The Executive Director, Employee and Labor Relations will be responsible for developing and implementing comprehensive employee relations strategies, policies, and programs to foster a positive and collaborative workplace that is consistent with MGB's mission and overall labor strategy.

This role will develop sustainable mechanisms and tools, using data, teamwork, subject matter expertise and influence to proactively foster a culture of positive employee relations in targeted and broad ways, deep dive into issues to facilitate solutioning, and lead responsive teams to protect direct and respectful working relationships with our employees.

The Executive Director will proactively provide guidance, leadership, and development to a team of employee relations professionals, while also ensuring consistency and excellence in the resolution of employee relations issues across a large-scale matrixed organization.

Principal Duties and Responsibilities:

Positive Employee Relations Proactive Workstream
* Collaborate with HR leaders, COEs, OGC, managers and other key stakeholders to address systemic workplace challenges using data, best practices, and subject matter expertise to develop proactive solutions.
* Leveraging technology and creativity for maximum impact and sustainability, the role will develop programs and practices that resolve concerns among employees, departments and managers that are fair and consistent. Further, the role will train employee relations professionals around these programs and practices.
* Identify key employee relations trends internally and externally.
* Remain abreast of changes in employment laws that affect our policies and compliance efforts. Collaborate with legal counsel and Compliance to ensure compliance with employment laws and regulations.
* Leverage data to anticipate areas of concerns and proactively address, and continuously improve processes, policies, and practices which support employees and leaders.
* Conduct climate assessments to ascertain opportunities to improve engagement; train ER colleagues to conduct climate assessments.
* Lead enterprise efforts to maintain direct working relationships with employees with a bias for action utilizing an organized, methodical, agile, and impactful methodology.
* Drive best practices for complex employee issues, investigations, and resolution processes for escalated cases.
* Guide the design, development, and sustainable delivery of positive employee relations training.
* Works closely with the SVP, ERLR & Labor Strategy, DE&I Office, and local HR leadership to provide feedback on diversity and inclusion program effectiveness, to identify new training needs, and to ensure all employees can perform their best work in an environment that supports and values their experience.

Rapid Response Workstream
* Proactively identify high risk departments through trending data internally and externally.

* Using feedback from climate assessments, experience surveys, and anecdotal feedback, develop plans to support managers in addressing and solutioning employee engagement issues in high-risk areas.
* Provide tools and recommendations, lead working groups, and guide resolutions using influence with key stakeholders.
* Identify enterprise opportunities to close gaps and raise the bar in policy, behavioral, and working conditions to recommend changes.
* Identify high potential leaders with EQ to support these efforts.

Leading Campaigns
* In response to active union organizing, this role will lead efforts to ensure our employees are fully aware of the facts before making such a decision.
* Draft campaign calendars and appropriate communication materials, including talking points for small group meetings.
* Determine the appropriate direction and tone consistent with MGBS's culture.
* Identify key stakeholders to be included and leaders to share messaging.
* Coordinate closely with OGC on labor law matters related to the effort.
* Identify the need, if any, for use of external support.
* Responsive and timely during the duration of the campaign to ensure stakeholders have what they need.
* Keep leadership apprises of status of key activities using appropriate communication vehicles.

Qualifications

Qualifications:

Education
* Bachelor's degree required.
* Master's degree and PHR/SPHR, SJRM-SCP or CP or related certification preferred.
* J.D. preferred.

Required experience.
Minimum of 10+ years of broad hands-on Human Resources and deep Employee Relations leadership experience including labor relations, positive employee relations, campaign and union avoidance strategy experience, investigations, leading and managing teams and experience with leadership at a senior level managing significant change management efforts of initiatives across a large organization, and utilizing metrics that matter to drive and evaluate strategy.

* Solid understanding of HR policies, procedures, practices, and knowledge of state and federal labor and employment laws.

* Knowledge of healthcare industry and NLRA Acute Care Hospital bargaining unit rules.

* Demonstrated experience conducting climate and vulnerability assessments to gauge engagement.

* Demonstrated experience leading labor organizing campaign response teams.

* Familiarity with People Soft and/or Workday and other payroll and employee records programs.
* PowerPoint and other programs (Vizio) with expertise in designing compelling electronic presentations.
* Advanced data manipulation skills such as Excel and/or Access.
* Costing Model software is a plus.
