Job Description

Reporting to Gartner's Group Vice President, Chief Commercial Counsel, the Vice President, Legal Counsel - Public Sector oversees legal support for Gartner's US Federal Government Sales organization, Finance organization and operating business units for the review and negotiation of contracts for the delivery of Gartner Research, Sales, Consulting and Conferences services to clients in the U.S. Federal Government, as well as managing a team of legal and contracts professionals handling the same responsibilities.

The role is responsible for monitoring and ensuring Gartner's compliance with its contractual, statutory and regulatory obligations under the Company's various government contracts (e.g., General Services Administration (GSA) Schedules, Indefinite Delivery/Indefinite Quantity and Blanket Purchase Agreements, etc.) and oversees Cradle-to-Grave contract administration using knowledge of of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and other US Government regulations.

Key Responsibilities:

  • Manage Gartner's US Federal Government contracts and contractual relationships with GSA and other US Federal Government clients. When applicable, provide contract support as needed to Gartner's State and Local Government and Higher Education contract team.

  • Provide leadership, guidance and direction to Gartner's Public Sector Commercial Legal team, empowering and driving success to meet the needs of Gartner's business.

  • Provide strategic legal direction for Gartner's revenue-producing US Federal contracts, including those associated with Sales, Research & Advisory, Consulting and Conferences.

  • Support Gartner's Federal Sales, Consulting and Events teams by providing strategic insight and contractual guidance with Request for Quotes (RFQ), Requests for Proposals (RFP) and other forms of solicitations for Gartner services; in terms of reviewing, preparing, communicating with management and negotiating with government clients. Interface/dialog with Gartner Sales teams and clients to discuss acquisition solutions.

  • Propose problem resolution in the support of Gartner's Sales teams and other business departments to resolve in a timely manner various contractual/business issues.

  • Oversee the provision of "issue-specific" and "new hire" contract training for the US Federal Sales teams and other business departments.

  • Prepare and communicate internal/external reporting requirements and support the Federal Contracts System repository.

  • Assist with ancillary information requests related to contractual and business matters.

  • Develop and maintain effective relationships with critical stakeholders and partners such as Sales, Finance and other critical Net Contract Value Increase (NCVI) Partners. As Gartner's global public sector business grows, assist with the creation and/or management of processes and procedures for globally consistent execution on matters of public sector contract negotiation and administration.

  • Balance the needs to deliver practical and business-focused advice while managing Gartner's risk appetite and compliance obligations.

  • Create and/or manage processes and procedures for government relations and contracts, including responding to RFPs and establishing new, effective government contract vehicles.

  • Manage, mentor, energize and inspire team. Motivate direct reports to push beyond their perceived limits and deliver exceptional results.

Requirements:

  • Juris Doctor (JD) degree, with good standing admission in one or more States

  • 15+ years' experience, with at least 10 years in an in-house corporate counsel role with experience in the drafting, formation, negotiation, and management of contracts.

  • 5+ years of experience in managing other attorneys and contracts negotiation professionals, with a

team size of 5 or more.

  • An active Department of Defense Security Clearance of Secret or higher (or the ability and willingness to obtain).

  • High degree of experience with the GSA Schedule program in terms of preparing GSA Schedule offerings, communicating the nuances of the GSA Schedule program to internal stakeholders, administration to include, but not limited to, adding/deleting products/services; preparing and negotiating annual Economic Price Adjustments, managing GSA Contractor Assisted Visits and GSA Audits and performing compliance monitoring.

  • Experience with various US Federal Government electronic databases (e.g. e-Buy, AASBS/ITSS, System for Award Management (SAM), CPARS, FedBizOps, etc.).

  • Experience as the lead contract negotiator in a complex sales or procurement transactions.

  • Ability to analyze and interpret both the legal and commercial terms in complex contracts, with

the ability to articulate these to stakeholders in accessible, plain language.

  • Ability to make reasoned decisions/recommendations and exercise independent judgment related to company legal matters while balancing internal objectives and mitigation of risk.

  • Ability to balance the needs and demands of a fast-paced growing global business with legal and compliance risk management and thrive in a dynamic environment working with multiple stakeholders.

  • Effective strategic thinker with the ability and experience to develop, implement and document strategies and execution plans for both short-term and long-term initiatives.

  • Sound legal and business judgment, strong independent problem-solving skills and strong business acumen.

  • Strong leadership skills, including the ability to influence stakeholders across multiple disciplines.

Gartner believes in fair and equitable pay. A reasonable estimate of the base salary range for this role is 158,000 USD - 220,500 USD. Please note that actual salaries may vary within the range, or be above or below the range, based on factors including, but not limited to, education, training, experience, professional achievement, business need, and location. In addition to base salary, employees will participate in either an annual bonus plan based on company and individual performance, or a role-based, uncapped sales incentive plan.
