Summary:

Goldbelt C6, LLC is seeking an Evaluator/Program Manager to provide management of contract staff providing program evaluation technical assistance, program support, and other related scientific and research activities related to the Centers for Disease Control and Prevention's National Center for Chronic Disease Prevention and Health Promotion, Division of Diabetes Translation, and the Translation, Health Education and Evaluation Branch mission.

Responsibilities

Essential Job Functions:

    Manages all aspects of day-to-day communication with DDT PIE Team and Staff on the contract, including:
  • Leading all bi-weekly calls with staff on this contract and meeting with PIE Team leadership on a bi-weekly basis to provide updates on all evaluation activities.
  • Oversees the development of evaluation technical assistance and communication materials including but not limited to webinars, talking points for technical assistance calls, SOPs, guidance documents, etc. for collaboration on programs/projects/studies and coordinates efforts, as appropriate, with other program staff, other CDC Centers, Institutes and Offices, as well as national, state, and local health agencies, and private and non-profit organizations, etc.
  • Providing in-depth reviews and feedback to staff related to technical reviews, and other evaluation-related documents (i.e., protocols, SOPs, dissemination materials, etc.)
  • Under direction from CDC, leads the development of technical advice and assistance to national, state, and local health agencies and other partner organizations.
  • Leads the development of protocols for collaboration on programs/projects/studies and coordinates efforts, as appropriate, with other program staff, other CDC Centers, Institutes and Offices, other federal agencies, national, state, and local health agencies, and private and non-profit organizations, etc.
  • Synthesizes data into written documents and oral presentations.
  • In concert with CDC staff, communicate information to various audiences and prepares scientific and other articles and technical reports for publication and dissemination.
  • Makes presentations at national and international meetings.
  • Provides oversight of technical advice and assistance to national, state, and local health agencies and other partner organizations provided by contract staff.
Qualifications

Necessary Skills and Knowledge:

  • Demonstrates strong ability in providing technical advice and assistance to national, state and local health agencies and to various other organizations; provide guidance and advise program managers, respond in inquiries, and interact with officials and representatives from public and private public health organizations.
  • Demonstrates experience in designing, overseeing, implementing, conducting and evaluating major scientific surveys/studies or projects to identify and solve public health problems; develops and or uses innovative methodologies and techniques; reviews and analyzes studies and projects assessing major and or sensitive public health issues in order to make recommendations for processes, procedures and /or policies related to public health programs, practices and research.
  • Demonstrates experience with and/or knowledge of chronic disease programs, interventions or strategies and application of relevant and appropriate evaluation methods.
  • Demonstrates strong ability in providing technical advice and assistance to national, state and local health agencies and to various other organizations; provide guidance and advise program managers, respond in inquiries, and interact with officials and representatives from public and private public health organizations.
  • Demonstrates experience and abilities in communicating study findings to various audiences and demonstrates strong experience in clear oral and written communication and organizational skills (including grammar, spelling, punctuation, neatness, and clarity of thought).
  • Experience creating a national evaluation plan and identifying evaluation questions and indicators and developing a large-scale program logic model, identifying appropriate program outcomes, facilitating stakeholder meetings, and providing technical assistance or training on evaluation, methods, concepts, and tools.
  • Experience collecting and analyzing quantitative and qualitative program data, interpreting the data in the program context, and reporting findings.
  • Knowledge of the rules, procedures, and principles that govern intramural and extramural program development, monitoring, and evaluation.
  • Highly proficient in using Microsoft Office Tools (Word, Excel, Access, PowerPoint, Teams, and SharePoint).
  • Excellent judgment and decision-making; capable of working independently with ability to multitask successfully.
  • Highly organized with great attention to detail.
  • Demonstrated responsibility and leadership in a public health or related program. Knowledge of project management systems and application of project management software.

Minimum Qualifications:

  • Bachelor's degree in Public Health, Public Policy Analysis, Health Economics, or related field.
  • At least 7 - 10 years of experience managing federal contract projects or programs.
  • At least three (3) or more years of experience managing 20 or more people.

Preferred Qualifications:

  • Master's degree in Public Health, Public Policy Analysis, Health Economics, or related field.
  • Project Management Professional (PMP) Certification.
  • Prior experience working with the CDC is highly desired to understand the culture and environment.
