Summary

The Program Manager, Strategic Supply Management (SSM) position is an integral part of the Center of Excellence within SSM. As SSM has become a driving force in adopting technology and ensuring compliance while simultaneously improving customer service, our Program Manager will develop our key Programs in support of VISION2030.

We support the VISION2030 Foundational pillars of Resource Alignment and Resilience by ensuring our employees and contingent staff are well trained on the processes, laws and regulations affecting all procurement activities. Our Program Manager will develop a comprehensive program for our Procurement Card program (ProCard) to ensure micropurchases are done in compliance with all regulations and procedures. The Program Manager will develop and implement the onboarding and training programs, establish the controls and procedure, and ensure compliance. The Program Manager will work extensively with our end user ProCard holders and their approving officials to adopt a streamlined best practice process for approving, purchasing and reconciling our micropurchases. To achieve success, the Program Manager will need to partner with Ethics and Compliance and will engage with all levels of the organization for training and knowledge transfer of the program. The Program Manager will seek opportunities to further our compliance through the standing up and adoption of punch-out catalogs for ProCard purchases.

We support the VISION2030 Foundational pillars of Digitization by implementing automation within our QA and production processes. We seek to define and automate processes related to contract lifecycle with particular emphasis on notifications and training of end users about invoice approvals after contract end date, decommitals, and the financial hygiene of good contract management in alignment with our partners' processes in the Business Services workstreams of Accounts Payable and Treasury. The Program Manager will be responsible for the design and implementation of these programs.

The Program Manager will be responsible for outreach efforts to our end users and all levels of management to identify and implement programs that advance our customer satisfaction, technical adoption, and compliance. This includes, but is not limited to, small and large group training, 1:1 training, recording and publishing of training minutes, as well as updating and crafting our policies and procedures related to these programs. This position may, at times, require travel to our sites and Canals to do outreach to our stakeholders. #LI-VB1

Responsibilities
  • Responsible for daily management throughout the life cycle of the program.
  • Support the stakeholders in planning and development of programs and projects.
  • Propose and maintain controls, processes, procedures, reporting, etc. to manage the programs.
  • Manage the risks and issues that arise during the program cycle as well as take measures to correct them.
  • Coordinate the project(s) and their interdependencies between various projects and programs within departments or business units.
  • Collect data and prepare program status analysis and reporting. Monitor progress to ensure that the milestones are being met.
Knowledge, Skills and Abilities
  • Broad knowledge of project and program management methodologies.
  • Understanding of the business and strategic goals.
  • Able to work with all levels of management internal and external.
  • Strong time management skills.
  • Knowledge of budgeting and resource allocations.
  • Ability to deliver engaging, informative, well-organized presentations.
  • Written and verbal communication skills, and an ability to learn new systems and technologies.
  • Ability to maintain awareness of new and emerging technologies relevant to program needs.
Education, Experience and Certifications
  • Bachelors degree required
  • Minimum 5 years' experience in Project and/or Program Management
Physical Requirements

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $95,440.00 - $131,230.00. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
