Chevois currently hiring an CPIC Portfolio Analyst to join our expanding firm. This position will provide the opportunity to establish standards and best practices by which the organization will effectively manage the portfolio and better serve the end users and customers. The ideal candidate will be skilled with working independently on federal technical assignments and projects, produce high-quality deliverables, and meet deadlines. Complex problem-solving skills and experience with organizational change management are needed. CPIC experience and a current TBM certification are stronger preferred. This position will be a primarily remote environment with potential to meet the client in-person in Springfield, VA .
Duties and Responsibilities:
  • Support annual program assessments, evaluating shortcomings and developing recovery plans using modern techniques.
  • Utilize IT reporting system, INVEST, to manage IT Investment reporting and assist managers by giving updates on the IT budget.
  • Review A-11 guidance distributed by OMB to understand requirements.
  • Assess IT program evaluation policies, propose improvements, and aid in implementation.
  • Define future evaluation strategies through gap analysis and implement standardized assessment processes.
  • Enhance accuracy and efficiency of program health assessments and technical evaluations.
  • Coordinate with Program Accountability and Risk Management (PARM) for aligned assessments.
  • Analyze and revise Operational Analysis processes and conduct outreach for input.
  • Make recommendations to improve enterprise-wide project performance and minimize redundancies.
  • Develop performance metrics for effective program measurement.
  • Evaluate DHS programs' health and IT investments against federal policies.
  • Plan, conduct, and monitor troubled IT investment assessments.
  • Ensure investments align with customer requirements and organizational goals.
  • Develop recovery plans and input assessment data into PARM APHA tool.
  • Participate in TechStat engagements and guide programs for cost savings and performance.
  • Support requests from Information Technology Program Management (ITPM) Center of Excellence.
  • Attend oversight meetings and address audit recommendations, excluding drafting responses.
  • Support reporting of Program Health Assessment results.
Required Qualifications:
  • Five (5) years' experience supporting federal government clients (DHS experience a plus).
  • Five (5) years' experience in CPIC, the Federal IT Acquisition Reform Act (FITARA), IT Modernization, OMB Mandates.
  • Experienced Scrum Master, Scrum Product Owner, and/or Quality Assurance or Systems Assurance expertise.
  • Knowledge of the ALF/SELF (or an alternate Systems Development Life Cycle)
  • Extensive knowledge of technology tools, languages and programs.
  • Experience in Software Design, Development Fundamentals, Documentation, Testing, Requirements, Development Process.
  • Strong Business Process Engineering skills.
  • Excellent written and oral communication skills
  • Proven ability to manage competing priorities
  • Ability to pass client security clearance requirements
Desired Qualifications:
  • Project Management Professional (PMP) by the Project Management Institute (PMI).
  • Initiative-taking individual possessing excellent time management and organizational skills
  • Excellent client handling skills and the ability to present a polished, professional, and diplomaticimage to clients
