PURPOSE OF POSITION

The Fair Lending Manager will provide project level oversight of tasks performed under the Fair Lending Program. The Manager will assist with leading a team of Compliance professionals who provide second line oversight on matters related to the Equal Credit Opportunity Act, Fair Housing Act and state fair lending laws (fair lending laws). Second level oversight projects include data collection, statistical analysis, regulatory and business practice research, loan level reviews and reporting focused on identifying, assessing and monitoring of fair lending risk. The Manager will act as subject matter expert in working with various teams and projects and assist with reporting to management and governance committees related to Fair Lending.

Responsibilities:

  • Organize and oversee projects performed within the group by, among other things, creating and maintaining specific task lists, tracking deadlines and progress towards goals, and managing communications with business units outside Compliance when pertinent to the project. Evaluate employee performance, including performance evaluations, mentoring and coaching.
  • Oversee fair lending statistical monitoring and analysis of lending and loan servicing data for enterprise-wide adherence with the Program. Analysis may include data review and analysis, statistical analysis, regression analysis, file review and/or comparative file review related to loan applications and originations, marketing, underwriting, pricing, etc.
  • Oversee data collection and data validation activities to support fair lending statistical analysis. Assists with the administration of Fair Lending Software and other business application software platforms.
  • Provide guidance and comprehensive consideration of fair lending requirements in relation to new product and service development; certain business strategic initiatives; incentive compensation; business unit policies and procedures; marketing and advertising practices; and supplier management.
  • Assist with formulating responses to various internal reviews performed of fair lending including internal audits, model validation of regression models and external requests from regulatory examinations.
  • Communicate (orally and written) results of fair lending analysis to business units, Legal, governance committees and regulators in a clear, complete and concise manner. Help facilitate initiatives with business units related to fair lending matters including both supporting the business unit and ensuring projects stay on track.
  • Maintain a proficient level of knowledge of the requirements of various banking laws, regulations and regulatory guidelines, including but not limited to: Regulation B - Equal Credit Opportunity Act (ECOA), Fair Housing Act, Interagency Fair Lending Guidelines, and Regulation C - Home Mortgage Disclosure Act (HMDA).
  • Act as subject matter expert liaison for fair lending including reviewing projects, such as internally performed risk assessments, and working with business units to provide feedback on new products/initiatives and other various requests.
  • Perform other complicated assignments/projects, as requested.

Qualifications:

  • Bachelor's degree and four or more years of banking experience (preferably related to Fair Lending). Experience in a regulated industry or compliance field is helpful (Banking is preferred);
  • Strong quantitative skills with ability to perform statistical data analysis and produce meaningful reporting.
  • Skills in analyzing technical data, identifying trends and issues and formulating effective solutions.
  • Proficient in Microsoft Office products, particularly MS Excel, and able to quickly learn/navigate various internal systems.
  • Self-motivated, high commitment/energy level and flexible individual that adapts quickly and well to change.
  • Excellent writing and communication skills, including the ability to communicate clearly with management and colleagues.
  • Excellent organizational skills with the ability to manage multiple on-going assignments and exceptional follow through discipline.
  • Excellent skills in researching information, analyzing technical data, identifying trends and issues and formulating effective solutions.
  • Ability to work well with people with varying technical abilities
