Job Description

The Alaka`ina Foundation Family of Companies (FOCs) has a need for a Program Advisor to support the USINDOPACOM Battle Rhythm in operational knowledge management processes at Camp Smith, Hawai'i.

This position requires a high level executive assistant who can support in more of an event coordinator/program coordinator type role. Candidates should be skilled in gathering and pushing out information (knowledge management), but not as much in the technical understanding of the information as that will fall to the Government civilian personnel. Candidates do not need an in-depth knowledge of PACOM but should have knowledge of the general military ranking and communications info-structure.

DESCRIPTION OF RESPONSIBILITIES:

  • Work with the commander and staff on a daily basis to filter and integrate, essential, useable, and relevant information, to create situational awareness resulting in timely and relevant decision-making of the command.
  • Using established battle rhythm processes, Command Battle Rhythm (BR), identifies areas where information is stove-piped and not effectively shared.
  • Based on information development and information flow, facilitate creating new or improved business rules for managing information flow to the Commander, allowing the Commander to make informed decisions based on refined information available.
  • Act as the BR's main point of contact and coordinate the BR's within the headquarters and between the customer, Theater Components, Sub-Unified Commands, Direct Reporting Units (DRUs), and supporting commands to ensure a unified representation across the customer area of responsibility (AOR).
  • Manage USINDOPACOM's meeting category battle rhythm, by ensuring approved agenda items properly flow from board to board. Additionally, maintain a general awareness of the other working group's priority issues.
  • Ensure the flow of meetings remains consistent, with the new rhythm.
  • Track all categories to be discussed during each respective board, ensuring categories are properly flowed in the right direction; up the chain, down the chain, or maintained at the current level of command. Areas not addressed shall be properly noted and readdressed based on input obtained from the respective board Facilitator and/or Chairperson.
  • Maintain an understanding of each board's battle rhythm governing documents.
  • Communicate daily with the respective board facilitator, to reiterate, articulate, and readdress the resulting board outcomes.
  • On a daily basis, review command applications, ensuring approved updates have been applied to battle rhythm documents, including meeting outcomes, governing documents, and such. If errors are identified, notify the respective distribution of necessary updates, as discussed and approved by the boards.
  • Meet weekly with the Deputy Chief of Staff (DCOS) and present all top agenda items based on board results. Agenda items shall be re-prioritized based on Commander and Staff availability. Document and communicate results to respective facilitators, as well as re-prioritize excluded agenda items for future discussions.
  • Update and submit to the DCOS, applicable BR calendars.
  • Upon approval of the calendar distribute and publish via SharePoint and update calendar meeting information as well as Staff Sync Matrices and information flow diagrams that depict and articulate the current BR, as well as identify inefficiencies and gaps.
  • Monitor and notate when issues with information flow arise, particularly as new requirements, processes, and tools evolve. Upon identifying, conduct research and provide recommendations for improvements to the Knowledge Management Office (KMO) and the DCOS.
  • On a quarterly basis, provide the DCOS input and recommendations, based on knowledge, experience, and research, in creating and automating BR efficiencies. Upon execution of approved improvements, continue to monitor and document the outcomes. Applied improvements shall be re-addressed as necessary. Submission and updates shall be documented in agreed upon format via word document.
  • Facilitate a quarterly BR working group (BRWG), with the primary objective of determining missing links, gaps, or issues in the flow of information. Working groups should identify the primary problem with potential solutions. Capture ideas shared, recommendations, and overall results of each working group. Document results in a BRWG executive summary and provide to the KMO post-event.
  • Coordinate the BR working groups to include invitations to applicable distribution, providing DCOS approved agenda, and publishing of meeting minutes, as well as updates based on KMO and DCOS approved improvements.
  • At least annually review governing documents of each respective board. Notify the board facilitator, chairperson, and DCOS of required updates based on newly approved or implemented processes and procedures. Track execution of the updates and provide the DCOS current status of the revisions.
  • Maintain a centralized location for all respective BR documents, ensuring current governing documents are readily available to PACOM and subordinate commands.
  • Familiarize, and become well versed in the USINDOPACOMINST 0569.1, Command Battle Rhythm. Review annually, established Department of Defense (DoD) and Joint Staff BR instructions, annotating areas to be revised, updated, and replaced within the command's instructions to properly align with the DoD and Joint Staff directives. On an annual basis submit recommended changes to the KMO and DCOS based on DoD and Joint Staff updates, as well as any additional updates identified throughout the year.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor's degree and seven (7) years of experience.
  • Additional, highly relevant experience may be substituted for a degree.

REQUIRED SKILLS AND EXPERIENCE:

  • Government and/or DoD experience in supporting operational knowledge management processes.
  • Experience in a high-demand, high-visibility executive assistant advisory role.
  • Demonstrate executive level written and verbal communication etiquette and skills.
  • Experience and ability to coordinate and integrate ideas from multiple sources.
  • Experience and ability to direct and re-direct information flow both in large and small groups.
  • Speak, read, write and understand the English language.
  • Experience with Microsoft Office programs, specifically Outlook, Word, PowerPoint, Excel, and SharePoint.
  • Familiarity with DoD/DoN environment to include acronym use, proper chain of command, and executive staff functions, including working knowledge of military organizational staff action processing and decision making.
  • Possesses competencies in prevailing Knowledge Management best practices.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a US Citizen.
  • Must have Top Secret clearance.
