POSITION SUMMARY

The incumbent is part of a team within the Workforce department that plays a lead role with determining participant eligibility for workforce services. The Eligibility Specialist is involved in determining the eligibility of potential participants, completing paperwork, and providing follow-up services as necessary or required. A key component of this position involves the ability to utilize technology to accurately maintain client records and financial expenditures.

ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES
  • Promote Workforce programs through targeted outreach
  • Understand and accurately present eligibility requirements to diverse audiences
  • Conduct orientations for job seekers and provide a positive introduction to Workforce program and staff
  • Complete the eligibility process on those individuals deemed suitable for Workforce (WIOA) and collect all necessary eligibility documents
  • Submit eligibility documentation for approval to Director or designee and enroll participants in the program
  • Provide client's file and information to assigned Workforce Specialist
  • Enter application, case notes, and initial services into MIS (DINAP) system
  • Introduce and facilitate the transition to assign workforce specialist or schedule necessary appointment
  • Track and report all inquiries and pre-applications, referral sources, participant barriers, and desired trainings/services
  • Assist Workforce Specialist with staff assisted job search or career assistance as needed
  • Maintain knowledge of the UAII registration and updating processes
  • Assist or complete thorough intakes with individuals interested in Job Search or Career Development Services who qualify for specific Workforce programs by holding individual screening and eligibility appointments
  • Assist to assign and log new and eligible clients to Workforce Development Specialists based on program specific criteria
  • Assist in training staff with recruitment efforts and the understanding of the eligibility/suitability requirements designated to the specific Workforce Development Program
  • Responsible for adhering to the monthly, quarterly and annual enrollment plan to ensure accuracy within program enrollments
  • Provide coverage or assistance to the receptionist area as needed
  • Collaborate and communicate with the team, and educational partners for accurate referrals to the specific Workforce funded programs
  • Assist in making participant reminder calls or emails for upcoming appointments or workshops
  • Conduct file/audit reviews on a monthly basis with emphasis on - missing documents, signatures, supportive services, and identifying any red flags
  • Keep Supervisor/Director well informed regarding activities, pending issues and potential problems
  • Other duties are assigned as needed.
MINIMUM QUALIFICATIONS
Qualifications:
  • Excellent administrative office support skills
  • One (1) year of experience in data entry or office setting
  • Strong ability to prioritize tasks and possesses affinity for details and strong data entry skills
  • Able to demonstrate professionalism, courtesy, efficiency, excellent problem resolution, and customer service skills as well as high ethical standards and behavior
  • Strong team player with the ability to work well with co-workers and independently while working in a fast-passed, deadline-oriented environment
  • Able and willingness to work with culturally diverse populations
  • Sensitive and/or knowledgeable to the needs of the American Indian community/culture
  • Well organized and able to follow detailed instruction both verbally and in writing
  • Attention to detail and demonstrated ability to follow directions at all times
Education & Experience:
  • High School Diploma or GED
  • An equivalent combination of education and experience sufficient to perform the essential functions of the position
Certifications:
  • A plus but not required
Confidentiality:
  • Maintain strict confidentiality of client and personnel information adhering to HIPAA, professional codes of conduct, State of CA regulations, Privacy Act, and UAII policies and procedures
  • This position has access to sensitive information, and a breach in confidentiality will be grounds for disciplinary action up to and including immediate termination
Communication/ Interpersonal Skills:
  • Possess the ability to communicate with others both verbally and in writing in a courteous and professional manner throughout all levels of the agency
  • Excellent customer service skills in person and over phone
  • Proficient in English
Technology skills:
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Working knowledge of Video calling platforms
  • Ability to type 40 words per minute
  • Ability to work on a computer, calculator, photocopy machine and fax machine
  • Familiar with or able to be trained on the data management system
Other:
  • Willingness to learn new skills and participate in training sessions relevant to the position
  • Available and willing to travel as needed
  • Available to work evening and weekend hours as needed
  • Ability to work on-the-go, not always at a desk

POSITION PREFERENCES
  • Experience working with the American Indian/Alaskan Native community
  • Experience working with nonprofit organizations, community groups, and performance-based government contracts
  • Knowledge of Indian Self-Determination and Education Assistance Act (Public Law 93-638)
  • Knowledge of, experience and/or sensitivity to the needs of the American Indian community/culture
  • Bachelor's degree preferred.

Work Environment:

Physical Demands:The physical demands described here represent those that an employee must meet to perform the primary functions of this job successfully. While performing the duties of this job, the employee is required to stand, walk frequently, sit, bend, twist, talk, and hear. There are prolonged periods of sitting, keyboarding, reading, as well. The employee must occasionally lift and move up to 15 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with staff and vendors.
