Job Summary:

The Business Services Manager is responsible for consistent and effective development of services to businesses that demonstrate clear linkages between workforce development activities and employers' needs. Coordinates resources to optimize employment opportunities for employer and job seeker customers. Identifies and works with employers in Board's targeted industry sectors. Conducts employer outreach and coordinates employer outreach activities of the unit. Works closely with workforce center staff and other workforce programs to ensure proper delivery of business services. Manages Rapid Response program. Coordinates labor market analysis and employer demand research. Supervises Business Services Unit staff.

Essential Functions:
    Develops and maintains working relationships with local and prospective employers, while promoting the use of all business services. Coordinates resources to optimize employment opportunities for employer and job seeker customers.
  • Understands and effectively communicates Board's mission and vision. Attend board and committee meetings.
  • Develops and promotes a focused business outreach plan emphasizing industry sectors and occupations targeted by the Board.
  • Participates actively in chambers of commerce, economic development organizations and other community groups serving employers. Represents the Unit at community, civic, and other similar activities.
  • Works with local and regional economic development leaders to provide linkages to resources.
  • Researches, analyzes, and compiles labor market information, area profiles, wage survey data, and other related material and disseminates information to employers.
  • Develops and presents workshops/presentations
  • Develops and processes job orders from employers by telephone, over the Internet, or in person and records information electronically to facilitate the selection and referral process.
  • Identifies business training needs and employment/training resources available locally and through the Texas workforce system.
  • Serves as a resource and provides technical assistance to employers and workforce center staff.
  • Works closely with workforce center staff to coordinate the availability of qualified job applicants to match job openings.
  • Manages Rapid Response program, including development and implementation of layoff aversion strategies
  • Maintain follow-up contact with employers to determine satisfaction with services and plan for quality improvement.
  • Assigns staff goals related to employment; monitors progress against goals.
  • Tracks and reports unit activities and productivity; develops and implements improvement plans as needed.
Other Functions:
  • Performs data entry, screening/referral, and verification on employer job orders in WorkInTexas.
  • Prepares and delivers presentations to employers and employer groups as necessary.
  • Able to react to change productively and handle other essential tasks as assigned.
Qualifications and Requirements:
  • Bachelor's degree in human resources, business, marketing, or related field from an accredited four-year college or university plus five (5) years verifiable full-time experience in human resources, career development, marketing, training, sales or other closely related field. Or, minimum of 60 college credit hours plus 7 years of qualifying experience may be substituted. Experience in working with programs that assist customers gain employment is preferred.
  • Four (4) years of management and supervision experience.
  • Experience in program development.
  • Strong verbal and written communication, skills.
  • Strong management and leadership skills.
  • Team building and partnership development experience.
  • Experience in and/or knowledge of private sector and business practices.
  • Knowledge of the workforce development system.
  • Understanding of strategic planning, marketing and research.
  • Computer skills (Word, Excel, PowerPoint, etc.)
  • Experience with WIT, TWIST, JobsEQ, Texas LMI and CRM preferred.
  • Disciplined in self-management, self-directed work style.
  • Proven successful track record of relationship building and leveraging new/existing business relationships.
  • Excellent verbal and written communication skills; skilled in facilitation and making oral presentations.
  • Must have own transportation to use in the performance of duties.
Physical Demands:
  • While performing the responsibilities of this job, the employee must be able to access all components of work station and other office equipment.
  • Frequent typing, writing, bending and twisting.
  • Must be able to lift up to 10 pounds.
