Salary range is $110k to $205k, with a midpoint of $155k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction from the Project Director or Executive Project Director, manages and coordinates the activities for the systems engineering elements of major light rail corridor projects within the Design, Engineering, and Construction Management (DECM) Department. This leadership role requires providing oversight and direction of large design consultant teams and close coordination with the Sound Transit Operations, Engineering, Safety, Third parties, and Quality staff.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Manages complex transit related systems engineering design for: network and radio communications, train control and signals, traction power and overhead catenaries, Supervisory Control and Data Acquisition (SCADA), and Fire Life Safety Systems.
  • Administration and management of engineering Consultant contracts including: peer reviews, design reviews, contract packaging, schedules, budgets, construction support, and risk assessments.
  • Supervises the Consultant day-to-day activities and supports the Consultant in the coordination of work with other Sound Transit staff.
  • Provides support to the department/division and others on matters as directed including serving as staff on a variety of boards, commissions, and committees.
  • Prepares and presents staff reports and other necessary correspondence.
  • Attends and participates in professional group meetings.
  • Maintains awareness of new trends and developments in the fields related to area of assignment. Incorporates new developments as appropriate.
  • Ensures processes, policies, and practices are interpreted and applied consistently and effectively.
  • Ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules, and regulations.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Electrical Engineering, Mechanical Engineering, Computer Engineering, or closely related field. Eight years of experience in engineering design and construction that includes significant experience with project and contracts management experience, preferably in a rail or transit related environment; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • A Professional Engineer license issued by the State of Washington.

Required Knowledge and Skills:

  • Operations, services, and maintenance of rail transit programs.
  • Industry engineering principles and practices of mechanical, electrical, and communications systems engineering for light rail transit.
  • Transit industry project principles and practices including scope preparation, cost estimating, and budget preparation for multi-billion dollar projects.
  • General Transit agency design requirements, contract documents, policies, procedures, and safety certification.
  • Engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications.
  • Schedule management including baseline, milestones, and critical path management.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Contract and procurement strategies and management principles.
  • Risk assessment and strategic planning.
  • Pertinent federal, state, and local laws, codes, and regulations as they apply to transit engineering programs and operations, including municipal codes, design, and construction standards and planning documents.
  • Principles of business letter writing and basic report preparation.
  • Preparing, reviewing, interpreting, and analyzing complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and transit system requirements.
  • Applying advanced project management techniques and principles in defining and controlling a detailed project scope as a means of achieving overall project objectives within budget and schedule constraints.
  • Performing negotiations and partnering with local jurisdictions, authorities having jurisdiction, utilities owners, contractors, and community groups.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Presentation development and public speaking skills.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Analyzing complex data and comprehensive reports.
  • Developing and/or monitoring program/project operating budgets, costs, and schedules.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office and field environment.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
  • Position is responsible for conducting site inspections and responding to design questions in field; may be subject to bending, climbing, grasping, hearing, reaching, standing, talking, seeing, and walking.
  • Position includes on call to address design questions that arise during design and construction phases.
