Job Description

Description

Provides day-to-day supervision for staff and activities of the Emergency Communications Center (ECC); provides guidance and technical advice to the staff as required. An ideal candidate would have strong managerial skills, experience working with a diverse workforce, the ability to function in a fast-paced environment and represent the City of Peoria to the general public in a professional manner. Working conditions are typically moderately loud. Working time may require irregular hours and shift times.

Examples of Duties

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including: training in job skills; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems.
Plans, allocates, and monitors time, people, equipment, and other resources to ensure efficient organization and completion of work.
Monitors radio frequencies; command, prep 1, county, fire, cmed, volunteer fire, limestone, ESDA repeater, and NOAA.
Monitors working conditions of printers, adds paper, re-boots computer terminals and other maintenance, monitors working conditions of reel-to-reel dictaphone recorder, checks wires and re-sets telephone.
Records audio tapes on request.
Resolves technical issues with staff and equipment.
Responds to all emergencies at the ECC.
Coordinates payroll to include: calculates time, approvals leave time, and forwards to payroll; maintains and updates sick leave and vacation records and personnel files.
Prepares feedback and written responses to citizen concern.
Maintains street files in the Computer Aided Dispatch system and assures accuracy.
Ensures quality assurance tests are performed.
Assists in answering of 911 emergency and non-emergency calls.
Runs radio console for dispatcher.
Performs other related duties as assigned.
Minimum Qualifications

MINIMUM REQUIREMENTS: High School diploma or GED, three to four years of responsible related experience and a typing rate of 45 wpm, Emergency Medical Dispatcher and LEADS Certified, full access required. Any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job considered.

Supplemental Information

IMPORTANT ATTRIBUTES: Knowledge of all dispatch center equipment and operations, FCC rules and regulations, all computer applications including hardware and software related to performance of the essential functions of the job, administrative principles, and practices, including goal setting and implementation; and administration of staff and activities, either directly or through subordinate supervision is preferred. Skill in using tact, discretion, initiative, and independent judgment, organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction, communicating clearly and effectively both orally and in writing, selecting and motivating staff and providing for their training and professional development, and preparing clear and concise reports, correspondence and other written materials. Ability to speak effectively before groups of employees, write reports, correspondence, procedure manuals, and to add, subtract, multiply and divide whole numbers, common fractions, and decimals.

MENTAL/PHYSICAL REQUIREMENTS: Must have the mental and physical capabilities to perform the essential functions of the position with or without reasonable accommodation. Work environment is performed in a normal office environment with some exposure to dirt and dust. Working conditions are typically moderately loud. Working time may require irregular hours and shift times.
