Omnitrans, provider of public mass transit for the San Bernardino Valley in Southern California is seeking a highly skilled professional to join our award-winning team. The ideal Candidate hired will be under general administrative direction and performs specialized professional duties in the agency's occupational, environmental health and safety programs, working to promote a safe and collision-free environment by performing the following below. As Omnitrans expands transit services with electric and hydrogen fuel cell buses, the EHS manager will be directly responsible for developing collaborative partnerships with Facilities Management, Maintenance, and Operations teams.

Drives a culture of employee-centric safety, develops strategies for continuous improvement using a data-driven approach using safety analytics, collaborating with cross-functional teams.

Manages, administers, and coordinates Agency programs in all aspects of Safety, including occupational health & safety, regulatory compliance, industrial hygiene, life safety, emergency management, RCRA, transit system security & law enforcement services.

Provides leadership, direction and training to ensure a safe and healthful workplace for employees while ensuring compliance with applicable environmental, healthy, & safety laws and regulations to minimize current and future liabilities.

Directs and oversees regulatory compliance programs in accordance with the Federal Transit Administration (FTA) and other oversight agencies including OSHA, DOT, Storm Water, AQMD, CUPA, and EPA.

Responds to and investigates complaints or incidents related to fleet and systems safety, environmental, security, and agency-wide safety concerns in a timely manner. Conducts root cause analysis and follows through on corrective actions.

Evaluates site equipment, systems and work procedures and recommends effective procedures for safe use.

Supports bus accident reduction program.

Synthesizes regulatory requirements into executable operational programs and develops and writes the EHS Standards and complementary resources and tools for existing and proposed business initiatives.

Develops KPIs, safety reports, and dashboards for internal and external customers to drive improvement.

Prepares and delivers training and awareness materials, guideline proposals, and other tools to meet regulatory requirements and minimize risk to the enterprise.

Primary contact with oversight of agency wide safety and security compliance related issues arising at Omnitrans facilities, bus stops, transit centers, and onboard vehicles.

Primary contact for regulatory agencies and law enforcement.

Conducts employee training and awareness programs in the areas of safety, health, ergonomics, security, violence in the workplace prevention and countermeasures, crime prevention, environmental and emergency response, and disaster preparedness.

Partners with cross functional teams on implementing occupational health & safety, environmental compliance, and emergency preparedness programs.

Manages internal and external compliance audits/ reports and tracks observations to closure.

Actively participates in community outreach activities related to the safety & security programs.

SUPERVISORY RESPONSIBILITIES
Directly supervises the Safety and Regulatory Compliance Specialists and the Security & Emergency Preparedness Coordinator. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree in a related field; and six or more years of related experience and/or training; or an equivalent combination of education and experience. Safety Professional, Industrial Hygienist, or Environmental Specialty Certification is highly desirable (Note: MAP-21 and PSM). Must be familiar with current business operating systems, software, and programs.

Candidates will be screened for relevant qualifying experience that consists of an evaluation of education and experience. The most competitively qualified candidates will be invited to participate in the selection process. The selection process may include a combination of written, performance, and oral examinations.
