Job Description

The Contracts Manager is responsible for the day-to-day management of a portfolio of prime agreements activities, ensuring that those activities uphold CRDF Global policy and best practices in all aspects of acquisition implementation. The Contracts Manager is required to have extensive knowledge and training on the principles, concepts and methodology of cooperative agreement and contracts administration and skill in applying this knowledge to many different, unrelated, and/or nonstandard prime agreement activities.

While standard operating procedures are available, the Contracts Manager applies a knowledge of complex methods, policies, and best practices to provide expertise and consultation to stakeholders, develop implementation plans, evaluate compliance, and identify control weaknesses. The position requires ingenuity to adapt procedures, techniques, and tools to meet project requirements, and capitalizes on understanding of the department to interact with internal and external customers. The Contracts Manager owns and leads the process and/or is responsible for staff.

Major Responsibilities:

  • Oversees portfolio of prime agreements with moderate/high complexity
  • Provides functional guidance and support to staff implementing cradle-to-grave prime agreement activities and develops acquisition strategies to meet stated objectives
  • In coordination with Program teams, assists with prime agreement interpretation
  • When operating as a Prime integrator, responsibilities will include managing subcontract teams to ensure the organization meets prime agreement objectives
  • Supports complex proposal activities including participation in offer design, pricing, development, and negotiations
  • Plans, organizes, and assigns prime agreement resources including developing solutions to problems of varying complexities requiring ingenuity, creativity, and innovativeness
  • Establishes direction for Prime Agreements, NDAs, and Teaming Agreements
  • Oversees negotiation strategies for best value, delivery schedule, and Terms and Conditions
  • Conducts regular communications with the customers, including establishing executive level relationships
  • Provides high quality, timely support to internal customers
  • Trains and develops staff, including training of internal customers throughout the organization
  • Implements policy and procedural enhancements that will improve the efficiency and effectiveness of prime agreements, including review of policies and procedures, creation of form and report templates and internal systems for prime agreements
  • Other duties as assigned

QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS:

  • Bachelor's Degree in Business, Finance, or related field; advanced degree preferred.
  • 5+ years of experience in US Government assistance and/or acquisition administration.
  • Experience managing DOS (Department of State) and USAID (United States Agency for International Development) awards preferred.
  • Strong and hands-on knowledge of the US Government Regulations, including Code of Federal Regulations (2 CFR 200), Federal Acquisition Regulations (FAR) and Agency Supplemental Acquisition Regulations (e.g., DFARS, DOSAR, AIDAR, etc.).
  • Customer service experience and effective communication skills, including experience working with international partners in challenging geographic areas and across organizations
  • Strong critical thinking and analysis, planning and problem-solving skills
  • Demonstrated ability to work independently and to adapt quickly to new challenges
  • High level of organization and attention to detail.
  • Working knowledge of Deltek/Costpoint Contracts module is preferred.

Salary & Benefits: The base pay range for this position is $77,680 to 95,000. The determination of salaries in this job classification depend on a number of factors, including, but not limited to, relevant candidate experience, job-related knowledge, qualifications and skills.
