Position Summary

The Rotating Equipment Engineer serves as the primary Rotating Equipment contact for the client on Capital Projects. This person will provide rotating equipment technical assurance for all project phases for the assigned projects. This includes design, engineering, procurement, fabrication, construction, commissioning, startup, and closeout. The responsibilities of the person in this role will be accomplished through the personal application of technical skill and knowledge and through the coordination and involvement of the appropriate technical resources. The site has a robust portfolio of project work in the refinery. The Projects Rotating Equipment Engineer will be assigned to multiple projects in various stages of execution.

Though some limited design work might occasionally be undertaken, it is not intended that the individual in this role will provide detailed engineering design. The person in this role will, however, be expected to provide detailed design input in terms of required standards, specifications and materials of construction, and will further provide review, comment and overview of the detail design provided by others. This individual will also be expected to specify required quality control and quality assurance hold points and examinations, and to provide review, comment and overview of vendor, fabricator, and constructor quality control programs.

It is also not intended that the individual in this role will function in a Project Engineer capacity. Overall project administration will remain the responsibility of an individual assigned from the Project Engineering discipline.

Responsibilities

Plan and execute Projects Rotating Equipment Technical Assurance activities for assigned projects.

Provide broad day-to-day rotating equipment technical support to assigned Projects.

Identify/specify appropriate codes, standards and specifications.

Identify/specify quality control and assurance requirements.

Identify approved suppliers and/or fabricators of rotating equipment.

Review proposed suppliers and/or fabricators not currently on the approved list to determine their acceptability.

Maintain regular contact and communication with Mechanical Equipment technical assurance group.

Coordinate involvement of other Mechanical Department (Rotating Equipment) personnel as necessary (e.g., specialist support and/or supplementary engineering support).

Interface with (and involve as necessary) 3rd party technical resources.

Communicate rotating equipment related project plans and activities to appropriate Mechanical Department (Rotating Equipment) personnel to provide information and to solicit input.

Develop a thorough understanding of each project from a Mechanical (Rotating Equipment) perspective (equipment, design, and specifications).

Participate in site teams as appropriate or requested by engineering or project supervision and management.

Participate in and comply with all safety programs, activities, and requirements.

Responsible for providing Rotating Equipment Technical Assurance during Concept Development, Feasibility, Scope Finalization and final AFE development.

Provides Rotating Equipment Technical Assurance for the detailed engineering and procurement phase of all projects that involve rotating or reciprocating equipment.

Participate (or arrange for area engineer/inspector participation) in factory performance tests of rotating equipment as required.

Participate in PSSR's.

Attend project-related meetings as required.

Assure that associated operating procedures/orders/manuals are created or updated.

Assure that appropriate alarms and operating limits are communicated to Area teams and operating units.

Assure that spare parts strategies are appropriate based on the agreed upon criticality of the equipment.

CONSTRUCTION:

Develop and provide Construction Assurance (CA) requirements for equipment installed as part of capital projects.

Technical support for resolution of construction related technical issues surfaced in the field during the Construction phase of projects.

Set requirements for Inspector field audit activities.

Develop and provide Quality Assurance (QA) support, working directly with the field constructor during system punch out and acceptance of systems.

COMMISIONING AND START-UP PHASES:

Provide technical support and troubleshoot project rotating equipment problems.

Participate in the MOC (Management of Change) process, where applicable.

Participate in equipment turnovers as needed.

Set requirements for Inspector field audit activities.

Oversee equipment commissioning activities, as required.

Oversee equipment testing, monitoring, repairs and adjustments during the commissioning and start up periods.

Participate in preparing equipment start up, operating, shutdown and emergency guidelines and procedures, as required.

POST START-UP AND PROJECT CLOSE-OUT:

Assure that all rotating equipment and related facilities meet the requirements for turnover to Run and Maintain.

Assure input of data to equipment electronic databases.

Audit equipment files supplied by engineering contractors to assure complete and accurate information submittal.

Assure that spare parts and spare parts information, equipment baseline data and equipment receiving, and preservation data have been properly managed.

REPORTING RELATIONSHIPS:

The Projects Rotating Equipment Engineer administratively reports to the Rotating Equipment Team Lead - Projects. Functionally, the individual operates somewhat independently with guidance and direction from the Rotating Equipment Team Lead - Projects.

ESCALATION:

Assurance escalation protocol must be clearly understood. If an assurance issue cannot be resolved after dialogue with the Project Engineer, the Rotating Equipment Engineer is expected to first escalate the issue to the Rotating Equipment Team Lead - Projects. If the issue remains unresolved (or if the Rotating Equipment Team Lead - Projects will be unavailable in the timeframe required for resolution) the Rotating Equipment Engineer - Projects must then involve the Engineering Services and Support Manager.

Qualifications

PE Licensed Required.

Refinery or Chemical Plant Support Field Experience.

Familiarity with Applicable Industry Standards (minimum requirements below)

o API 617

o API 610

o ASME B73.1, B73.2, B73.3

o API 686 (Most Important)

Greenfield or Brownfield Construction Support.

Rotating Equipment Technical Assurance during Concept Development, Feasibility, Scope Finalization and final AFE development.

Rotating Equipment Technical Assurance for the detailed engineering and procurement phase of all projects that involve rotating or reciprocating equipment.
