The Regulatory Assurance Administrator executes regulatory testing and monitoring activities, and related reporting, which provide internal and external stakeholders insight into regulatory trends, themes, issues, and root causes. This role supports the CMS Regulatory Assurance Program within the second line of defense.

This role is primarily responsible for assessing regulatory risks and controls implemented by the first and second line of defense, performing testing and monitoring activities to assess the design and operating effectiveness of regulatory controls within the Bank, reporting and escalating control issues and any violations of laws or breaches of policy, and validating adequacy of remediation taken to address reported issues.

Position Accountabilities

  • Develop test scripts and test methodology in support of test procedures and regulatory requirements applicable to each business unit and regulation subject to risk-based testing.
  • Conduct regulatory tests to evaluate the design and operating effectiveness of regulatory controls and the efficiency of performance of the activities being reviewed. Obtain, analyze, and evaluate evidential data. Stop test fieldwork when sufficient data has been obtained to support findings.
  • Prepare and maintain defensible workpapers, supporting documentation, and reports to communicate findings to stakeholders.
  • Execute peer review of teammate workpapers, supporting documentation, and reports, providing effective challenge and documenting feedback.
  • Lead discussions with stakeholders and support partners to communicate regulatory testing scope, objective, associated regulatory risks identified, and testing results. Verify facts and obtain explanations for apparent deficiencies.
  • Prepare and present or assist in the preparation and presentation of preliminary and final reports, detailing findings and recommendations for corrective actions and improvements.
  • Participate in meetings to provide feedback and insights on compliance activities and improvements.
  • Assist in preparation of compliance related management reports and identify data execution needs for testing.
  • Collaborate with the CMS Regulatory Assurance Program Manager to suggest enhancements to existing protocols and procedures. Identify and recommend opportunities to use technology solutions to reduce reliance on manual reviews. Assist in implementing process improvement initiatives across Regulatory functions.
  • Adhere to all applicable laws and regulations governing bank operations, including compliance with internal policies, programs, standards, and procedures.
  • Participate in training and other industry sessions to enhance knowledge of regulatory requirements and best practices, and to remain current on relevant changes in laws, rules or regulations that impact the financial services industry.
  • Consult on special projects as requested by the Regulatory Assurance Manager or Chief Compliance Officer.

Position Qualifications

Education & Experience

  • Bachelor's degree in criminal justice, Business, Finance, or a related field is preferred.
  • Regulatory certification (CRCM, CAMS, CAFP) or other similar certification preferred.
  • Must have a minimum of 5 years demonstrated experience in regulatory or financial crimes compliance related role, preferably in an Assurance or Quality function.

Knowledge & Skills

  • Demonstrated knowledge of federal and state banking laws and regulations, including consumer protection, consumer and commercial banking regulatory compliance, and financial crimes compliance.
  • Excellent communication skills and ability to interact effectively with internal and external stakeholders at the non-executive and executive level. Effective negotiating skills, a proactive approach to communicating issues, and strength in sustaining independent views.
  • Demonstrated ability to assess complex issues through root cause analysis and other analytical techniques. Excellent organizational and analytical skills with an emphasis on attention to detail and professional skepticism.
  • Ability to research, analyze, and recommend improved processes with a customer-impact focus and results-oriented mindset.
  • Ability to read, analyze and interpret government regulations, trade journals, legal documents, and technical documents.
  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging.
  • Ability to work independently and in teams.
  • Ability to adapt to change.

Salary offered will be based on several factors including but not limited to education, work experience, certifications, etc. This position is also eligible to participate in either an applicable incentive compensation plan for the position or a discretionary profit sharing bonus program.
