Job Description

The Alaka`ina Foundation Family of Companies (FOCs) is looking for an Electronic Technician B (T-4) Airfield/TACAN to support our government customer located in Kekaha, Hawai'i.

Independently or with minimum supervision, will operate and maintain ATC Tower electronics systems, URN 32 TACAN, ASOS, Enhanced Terminal Voice Switch (ETVS), Digital Audio legal Recorder (DALR), CM 300 radios and equipment associated with the airfield. Systems include voice, video and data transport, distribution systems delivered over copper, fiber and wireless networks; RF transmissions systems including VHF and UHF transmitter and receivers Visual Information Display System (VIDS), AN/FYC-22C; Wind Speed/Direction Indicator (WSDI), ID-2446/U, voice, data, video switches and associated multiplexers and edge devices.

DESCRIPTION OF RESPONSIBILITIES:

  • Performs periodic inspections and maintenance tasks in accordance with OPNAVINST 4790.4 ships Maintenance and Material Management (3M) Systems Policy, current Navy maintenance Cards (MRC) cards for respective systems, the National Weather Service ASOS Site Technical Manual S100 additional guidelines established by the Naval Information Warfare Center (NIWC). Documents results of all maintenance actions in systems and equipment records.
  • Performs maintenance on the URN 32 TACAN, NIWC VIDS system, Air Traffic Control Tower communications, Automated Surface Observing System (ASOS).
  • Troubleshoots and repairs systems/equipment by reading and interpreting electronic/mechanical schematics and using simple and complex test equipment.
  • Installs, checks, calibrates and performs acceptance tests on new and relocated systems and equipment.
  • Prepares daily equipment logs, reports/documents outages and submits periodic reports.
  • Represents the Airfield systems during Formal Navy Airfield inspections.
  • Sets-up, check-out, operates and monitors systems and equipment in support of Airfield Operations. Respond to changing operational requirements and equipment when directed.
  • Assists in preparing and developing new procedures, procedural changes and modification proposals.
  • Assists in training junior technicians in the operation and maintenance of Airfield systems and equipment.
  • Assists in configuration management and property control procedures for Airfield related systems and equipment.
  • Provides information, assistance, and coordination to NIWC for any system upgrades as well as participating in training, BESEP, and procedural development.
  • Performs tasks in compliance with OPNAVINST 5100.23 Shore Safety Manual and OPNAVINST 3750.6 Naval Safety Program and always use Personal Protective Equipment (PPE).
  • Will be cross-trained and utilized in other areas as security clearance allows.
  • Performs other duties as directed by supervisor.

Environment:

  • Electronics shop environment.
  • Must be able to lift, carry, install and remove electronics equipment and peripherals.
  • Must be able to climb elevated towers and work in sub-floor areas and crawl spaces in performing maintenance inspections and troubleshooting tasks.

Physical Elements:

  • LIFTING: with a limit of 25 - 50 lbs.
  • POSITIONS: Walking or standing, Crawling, kneeling or cramped, Work requiring repeated stooping, Confined Work Area, Sitting, Work requiring repeated or frequent climbing
  • PUSHING/PULLING: 25 - 50 lbs, over 50 lbs (2 men req.), Percent of time: 10%
  • ENVIRONMENTAL: Customer Contact, Extended Workday, Office Laboratory, Field Assignment

REQUIRED DEGREE/EDUCATION/CERTIFICATIONS:

  • High School or equivalent
  • Two (2) Year Technical School or equivalent or equivalent training such as electronic school or Military "A" school TACAN maintenance or electronics or equivalent. (Must have signed and provide documented proof of a Job Qualification Requirement for AN/URN 32 Navigation Set TACAN if qualified.)
  • Documented formal training of Air Traffic Control systems from the military, FAA, ISCET, factory or approved computer-based instruction is acceptable.
  • Must have a soldering certificate from a commercial firm, technical school or Navy school.
  • Must be able to obtain and maintain the Airfield Vehicle Operators Course License.

REQUIRED SKILLS AND EXPERIENCE:

  • Five (5) years in an AN/URN 32 TACAN maintenance preferred with five years in operating and maintaining of communications, video and networking systems and equipment is required.
  • Must be able to use and interpret results of simple and complex test equipment used in communications, video and networking environments such as Oscilloscopes, power meters, spectrum analyzers, multi-meters, BER Testers, ATM testing and diagnostic equipment.
  • Knowledge of UNIX and Windows based OS.
  • Must be able to work flexible hours.

DESIRED SKILLS AND EXPERIENCE:

  • ASOS experience is highly desirable.
  • Must possess the following PC skills:
  • MICROSOFT OFFICE: Word, Excel, Outlook, Power Point

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen
  • Secret security clearance is required. (Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.)
