Title: Workforce Development Public Health Consultant

Location: Lansing, MI Office

Purpose:The Public Health Workforce Development Consultant supports the Workforce Development Director in enhancing the capacity and effectiveness of the public health workforce. This position is responsible for independently planning, implementing, monitoring, and evaluating workforce development programs in collaboration with public and private community health agencies. The consultant will analyze and develop policies, build, and maintain community relationships, and design and deliver training programs to ensure a competent, diverse, and resilient public health workforce.

Duties and Responsibilities:

  • Develop and interpret rules, policies, and procedures related to workforce development programs and services for implementation by public and private population health agencies.
  • Examine the feasibility and implications (e.g., fiscal, social, political, legal, geographic) of policies, programs, and services related to public health workforce development.
  • Develop and interpret workforce development rules, policies, and procedures for health programs and services.
  • Identify, build, and maintain relationships with community members and organizations to improve and advocate for public health workforce development and resilience needs.
  • Ensure that diversity, equity, and inclusion are addressed in workforce policies, programs, and services affecting community health.
  • Facilitate collaborations and foster communications among partners to enhance public health workforce capabilities and community health (e.g., coalition building).
  • Develop educational materials, newsletters, reports, and media to enhance public awareness and confidence in public health workforce initiatives.
  • Apply and implement strategies for continuous quality improvement in workforce program design and implementation.
  • Establish contacts and meet with public, private, and community-based agencies to assist in designing preventive health workforce programs and procedures.
  • Foster and maintain partnerships to enhance public health workforce capabilities and address community health needs.
  • Always represent the best interests of MDHHS and MPHI.
  • Perform other duties as assigned.

Qualifications/Requirements:

Education: Possession of a master's degree in public health, health communication, health policy or a public health related field such as nursing, epidemiology, health education, health economics, dietetics/nutrition management, genetics, or speech and audiology; a master's degree in social work; master's degree in counseling; master's degree in special education with specialization in blind/visual disabilities; or a master's degree in public or business administration with a health care concentration.

Experience: Four years of professional experience as a consultant in a field of public health equivalent to a Public Health Consultant.

Important Skills and Characteristics:

  • As a public health consultant, the incumbent should possess the ability to accept responsibility with minimum day to day oversight.
  • Knowledge of local public health delivery systems, their mission and authority, and the programs administered by local public health agencies.
  • Understanding of community organization as it relates to public health workforce programs and providers.
  • Knowledge of the concept of diversity as it applies to individuals and populations (e.g., language, culture, values, socioeconomic status, geography, education, race, gender, age, ethnicity, sexual orientation, profession, religious affiliation, mental and physical abilities, historical experiences).
  • Ability to recognize ways diversity influences workforce policies, programs, services, and the health of a community.
  • Knowledge of the methods used to plan, develop, implement, and evaluate public health workforce development programs.
  • Understanding of the importance of evaluations for improving workforce policies, programs, and services.
  • Ability to identify relationships that affect health in a community (e.g., relationships among health departments, community-based agencies, hospitals, health centers, primary care providers).
  • Ability to facilitate collaboration and coordination among public and private health programs to initiate health and wellness workforce initiatives.

Work Environment and Physical Requirements: May require occasional physical effort for transporting display or education material. Requires a valid vehicle operator's license to attend off-site meetings, conferences, and trainings. This position can work remotely with approval of the Workforce Development Director. Occasional travel to the office may be required. Occasional evening and weekend hours may be required. Selected candidates who have been approved to work remotely must complete that work within Michigan.

RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.

The Workforce Development Public Health Consultant will function independently regarding: communication and technical assistance to partners and funded agencies; development of problem solving approaches; budget and work plan review and recommendations for approval and modification; trouble shooting project and contract management activities; documentation and maintenance of relevant reports, correspondence, and contracts; meetings, appointments, and travel arrangements/schedule; collaboration and communication with multiple, diverse stakeholders.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position will support the enhanced training and capacity building initiatives that will improve the quality of services delivered by public health agencies. This role will assist in the development of improving workforce development, leading to more effective project planning, execution, and evaluation.
