DEPARTMENT OVERVIEW

The UC San Diego Office of Ethics & Compliance (OEC) serves as an independent, objective internal resource responsible for coordinating and monitoring the University's ethics, compliance and enterprise risk activities. Our goal is to help the University fulfill its responsibilities to the people of California, protect the well-being of the institution and advance our educational mission by deterring misconduct and promoting honest, ethical conduct in which applicable laws, rules and regulations are followed and the public trust is maintained. OEC reports to the Chancellor and provides senior leaders with a cross-functional emerging view of risks, leading to more informed strategic decisions, better allocation of resources and stronger governance practices.

POSITION OVERVIEW

Leading the establishment of operational objectives and work plans for the investigation unit within the Office of Ethics and Compliance (OEC), Executive Director of Investigations and Deputy Locally Designated Official (Deputy LDO) oversees complex investigations and partners with investigative offices across the institution to reduce risk exposure. Overseeing the management of reports received through the hotline, this position manages investigations, including investigative plans and final reports, and handles whistleblower retaliation complaints. Additionally, this role manages the case information system related to concerns across UC San Diego and engages regularly with colleagues in other investigative units, specifically with Title VII, Title IX, Title VI, and related areas. With a focus on successful supervisory and leadership experience, the candidate will be responsible for determining objectives, directing programs, developing strategies and policies, managing people, and functioning with a high degree of autonomy. Proactively assessing risk to establish systems and procedures to protect organizational assets, this role determines strategies for a program with organization-wide impact.

QUALIFICATIONS
  • Demonstrated competency and commitment to equity, diversity and inclusion. Demonstrated knowledge and understanding of the historical and social context of diversity, equity, and inclusion, and of the complexities of the intersections of various communities and demonstrated ability to translate that knowledge into practical applications, processes, policies, responses, and programs.

  • Has advanced knowledge of the compliance and ethics profession, theories, and standards. Experience with issues and challenges facing the educational, research and clinical components of the university.

  • Ability to work independently and within a team environment. Strong ability to act independently; collaborate with others; design, implement and manage administrative processes and remain neutral, objective and independent throughout the process.

  • Ability to accurately analyze legal documents and conduct policy analysis.

  • Experience leading and facilitating cross-functional workgroups and committees to solve complex issues. Experience developing, implementing, and overseeing plans for cross-functional workgroups and committees.

  • Experience developing recommendations for new or emerging critical risks or situations that require escalation to executive leadership for awareness and decision. Interactions involving special skills, such as negotiating, facilitating or influencing department level management.

  • Strong interpersonal skills including negotiation and communication; able to reach across a wide variety of audiences for different areas of ethics and compliance. Experience working on sensitive matters with diverse populations at all levels of a higher education organization including faculty, senior administrators, legal representatives, investigation complainants and subjects, and external agency representatives. Experience establishing and maintaining productive working relationships with campus administrators, staff, faculty and students. Experience consulting with administrators, staff and faculty in assessing procedural, policy or ethical concerns in complex matters.

  • Ability to communicate, both verbally and in writing about specific compliance and ethics program issues and risk areas. Requires the ability to change the thinking of, or gain acceptance of, others in sensitive situations. Expert writing cogent, objective and persuasive reports, and presenting analyses both orally and in writing. Excellent skills in presenting information in a thorough and complete manner to a variety of audiences.

  • This position is exempt from overtime; however, the incumbent may be required to work over 40 hours per week and nights and weekends as needed.

  • Position is designated "Confidential" within the meaning of the Higher Education Employer-Employee Relations Act.

  • Per the Child Abuse and Neglect Reporting Act (CANRA), this position has been identified as a Mandated Reporter. The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requiring to Report Child Abuse prior to commencing employment.   • This position has been identified as a Campus Security Authority pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and requires immediate reporting of Clery Act crimes occurring on Clery Act geography to the UC San Diego Police Department (UCPD). It is the responsibility of the CSA to ensure they obtain proper training in order to fulfill their reporting responsibilities as required by the Clery Act and University policy, and to complete and submit the required reports to the UCPD without delay.

Pay Transparency Act

Annual Full Pay Range: $124,400 - $243,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $59.58 - $116.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
