Job Summary

Under the general supervision of the CAO, provides consultation, analysis, advice and planning regarding Human Resource issues. Works with the Department Manager and Chair to perform classification, compensation, and organizational analysis. Provides strategic, tactical, and analytical support to the department regarding staffing, training, employee and labor relations, and performance management.

Uses skills as a seasoned, experienced administrative operations professional to manage, plan and administer the operations of a small to mid-sized academic or non-academic department or organizational unit with limited scope. May report to a Chair, Director, or a higher-level Administrative Operations professional or CAO. Perform short and long-term planning for the organization. May supervise staff or students. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

The position incumbent uses HR concepts as a seasoned, experienced professional to manage, plan, apply and administer organization policies and procedures to resolve the full range of HR-related issues in the department. The HR Analyst will liaise with the HR Service Center on all aspects of faculty, non-faculty academic, post-doctoral, and staff recruitment and advancement. The incumbent will coordinate with the HR Service Center on personnel searches, staff recruitment, performance evaluations, and merits and promotions for all academic and staff positions. The HR Analyst will work with the HR Service Center on departmental employee relations, training, staff development and compliance issues. The HR Analyst reports directly to the CAO and will also advise the Chair on HR matters.

Department Description

The primary mission of the Cardiovascular Research Institute, the largest organized research unit on the San Francisco campus, is to promote fundamental and clinical research on the cardiovascular and pulmonary respiratory systems and to provide opportunities for postdoctoral training in these fields.
The Cardiovascular Research Institute supports academic and non-academic staff from a variety of departments including Medicine, Biochemistry, Biophysics, Laboratory Medicine, Pediatrics, Anatomy, Anesthesia, Pharmaceutical Chemistry, Cellular and Molecular Pharmacology, and Physiology.
The HR Analyst will be the principal liaison for personnel in the Cardiovascular Research Institute supporting a combined 250 faculty, staff, visitors, postdoctoral fellows, and graduate students.
The HR Analyst will liaise with the HR Service Center assigned to CVRI and Physiology on all aspects of faculty, non-faculty academic, post-doctoral, and staff HR including recruitment, advancement, personnel searches, payroll changes, leave management, performance management, etc. The HR Analyst reports directly to the CVRI Chief Administrative Officer. The HR Analyst will manage the compliance responsibilities for both units in the areas of departmental disaster preparedness including the Emergency Action Plan and the Continuity Plan. In addition, the HR Analyst will be the facilities management and proximity access coordinator for the Cardiovascular Research Institute as well as other operational issues that may arise.
The HR Analyst interprets and implements system-wide and campus policies governing academic, postdoc, and staff recruitment, merits, promotions, leaves, grievances, equity reviews, visas, compensation, benefits, layoffs, and terminations. Manage non-academic senate searches, appointments, and advancements through Advance.
Serve as department's management group owner for timekeeping through the Huntington Business System, Inc, and provide recommendations about other HR related needs for the department as necessary.

Required Qualifications

  • Bachelor's degree Psychology, Communications, Social Sciences, Business or in related area and/or equivalent experience/training.
  • Minimum 3 years of related experience.
  • Demonstrated knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
  • Knowledge of a variety of administrative operations activities such as events planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
  • Thorough knowledge of financial analysis and reporting techniques, human resources policies and procedures for staff and academic employees.
  • Interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Strong skills in short term planning, analysis and problem-solving and customer service.
  • Proven skill in interacting with diverse populations.
  • Demonstrated ability to handle difficult or volatile situations/individuals effectively.
  • Proven ability with liaison and/or negotiating skills.
  • Intermediate proficiency in standard software applications, including Word, Excel, PowerPoint and email applications.

Preferred Qualifications

  • Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, account and fund management, personnel management.
  • Knowledge of common University-specific computer application programs.
