Summary:

The Human Resources Business Analyst II shall collect, analyze, and prepare occupational information to facilitate personnel, administration, training, and management functions for training organizations. Specifically, the Contractor shall provide management and manning of the onboarding program for the Command, to include gathering and interpreting data to develop actionable steps that will improve the onboarding processes. Provide onboarding development strategies to optimize onboarding results.

Responsibilities

Essential Job Functions:

    Surveying onboarded new employees monthly and the MEDCoE Onboarding Presenters to identify long and short-range onboarding needs
  • Retrieves data from DCPDS weekly and submits reports to Government POC to ensure accuracy of organization, position, and personnel
  • Conducts on-site analysis prepares EXSUMs containing program evaluation statements monthly
  • Provides weekly reports to the COR/G1/Civilian Human Resource Division (CHRD) Chief on the status, progress, and risks to the onboarding program to meet Command/Senior Leader and COR reporting requirements
  • Provide onboarding and training coordination services
  • Coordinates schedules with designated points of contact and newly onboarded employees within and outside of MEDCoE on a weekly basis
  • Secures locations and coordinates onboarding schedules on a weekly basis
  • Synchronizes in-processing checklist of onboarding civilian employees with G1, CHRD Chief, and the Fort Sam Houston Civilian Personnel Advisory Center once a month
  • Assists in the development of a monthly onboarding guidance, procedures, and standards for new and/or changing 15+ MEDCoE program areas. Coordinate with G1/CHRD that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of MEDCoE's mission requirements
  • Coordinates with G1/CHRD and ensures that new onboarding / acculturation / people strategy standards are applied daily / weekly and provide a weekly status report to G1/CHRD
  • Advises G1/CHRD/MHRD staff in response to specific requests or individual room changes / staffing issues / administrative complications when alternatives are readily apparent
  • Coordinates onboarding program requirements with management and with G1/CHRD/MHRD staff to provide assistance to all levels of management officials within MEDCoE
  • Provides detailed update briefing to the COR on any critical issues requiring prompt attention prior to the actual suspense for deliverables
Qualifications

Necessary Skills and Knowledge:

  • Extensive skill level in written and oral communications sufficient to provide clear and accurate information to targeted audiences about new onboarding methods, changes in agency onboarding processes, or relevant information to improve the acculturation process
  • Highly analytical with strong problem solving and reasoning skills
  • Collaborative individual who works well within a team
  • Results driven, has high standards and demonstrates a willingness to learn

Minimum Qualifications:

  • Bachelor's Degree in a related field
  • Minimum 4 to 10 years' experience and knowledge of the onboarding program sufficient to ensure all new employees have a successful onboarding with the Agency and maintain accurate, up to date, and relevant guidance

Preferred Qualifications:

  • Master's Degree in a related field
